Engineer's Estimates

FLH has used the Engineer's Estimate System (EES) to complete estimates for the PS&E package. The transition has begun to using the new Engineer Estimating, Bidding, Award and Construction System (EEBACS) program.

FLH Government employees and Architect/Engineering (A/E) Contractors will be notified if their assigned project has been selected to be an EEBACS project. Bidders for construction contracts will be notified in the Solicitation if the project will require the construction contractor awarded the contract to use EEBACS. Only A/E Contractors and Construction Contractors who are under contract with FLH for an EEBACS project may request an EEBACS user account.

Engineer's Estimate System

The Engineer's Estimate System (EES) is the legacy system used by FLH Government employees and FLH's A/E Contractors to develop engineer's estimates. To obtain a copy of the EES contact your COTR.

EEBACS

The Engineer Estimating, Bidding, Award and Construction System (EEBACS) is a Web-based system that provides for estimation, solicitation/award, and contract administration of FLH's construction projects. (Portions of the Construction module will also be offered in an off-line version - currently under development). EEBACS consists of a series of modules that tracks costs from a project's inception through final acceptance. Federal Lands Highway is beginning to use EEBACS on pilot projects and will continue with a gradual implementation.
