CDR Ramos, a native of San Juan, Puerto Rico, graduated from the United States Naval Academy in 1995 with a B.S. in Ocean Engineering and minor in Spanish; designated Naval Aviator in 1997. He reported to the Dragon Slayers of HS-11, NAS Jacksonville, FL in 1998, flying the SH-60F / HH-60H helicopter. During this tour, CDR Ramos deployed to the Mediterranean and Arabian Gulf aboard USS JOHN F. KENEDDY (CV-67) and USS THEODORE ROOSEVELT (CVN-71) supporting Operations Southern Watch and Enduring Freedom. With the Dragon Slayers, he served as First Lieutenant, Assistant Operations Officer and squadron NATOPS Officer.

In 2002 CDR Ramos reported to the War Hawks of HS-10, San Diego, California as an Instructor Pilot. In May 2002 he graduated from the Seahawk Weapons and Tactics Instructor course in Fallon, Nevada and received follow-on orders to the Seahawk Weapons and Tactics Unit as Helicopter Anti-Submarine Wing Pacific Assistant Operations Officer.

Late in 2004, CDR Ramos reported to Carrier Air Wing TWO (CVW-2) as Helicopter Operations Officer, deploying twice with the USS ABRAHAM LINCOLN (CVN-72) Strike Group. Among other responsibilities, he planned and coordinated all Joint Task Force helicopter operations during Operation Unified Assistance supporting tsunami relief efforts in Sumatra, Indonesia. In 2005 he completed a M.S. in Quality Systems Management from the National Graduate School and in 2006 completed Joint Professional Military Education via the Air Command and Staff College Distance Learning program.

After his staff tour, CDR Ramos reported to the Golden Falcons of HS-2, San Diego, California. During his department head tour, CDR Ramos served as the Safety & Tactics Officer and Maintenance Officer again deploying aboard USS ABRAHAM LINCOLN (CVN-72). During his tenure the Golden Falcons earned the 2008 Battle E Award and Sikorsky Aircraft Excellence in Maintenance Award.

In February 2008 CDR Ramos reported to United States Southern Command, Miami, Florida as military planner and action officer in the J55- Strategy & Strategic Planning Division. He was directly responsible for the development and coordination of the Command's Strategic Planning Process with Joint Staff, OSD, and interagency offices. CDR Ramos was awarded the 2010 South Florida Federal Employee of the Year award, professional category, for planning team efforts supporting relief operations in Haiti. After serving as Executive Officer of the Black Knights of HSC-4, CDR Ramos took command of the Island Knights of HSC-25 on October 15, 2012.

With over 3300 flight hours, CDR Ramos awards include the Defense Meritorious Service Medal, Air Medal (Strike & Flight), Navy and Marine Corps Commendation Medal (five awards), Joint Service Achievement Medal (two awards), Navy and Marine Corps Achievement Medal (two awards), and various unit and campaign decorations.
