NOTICE:
02/12/2013 - SAN FRANCISCO, Ca -- The U.S. Department of the Navy, in coordination with state and federal environmental regulatory agencies, encourages the public to comment on its Proposed Plan for cleanup of Parcels E and UC-3 at the former Hunters Point Naval Shipyard in San Francisco, California. The Proposed Plan summarizes the remedial (cleanup) alternatives evaluated by the Navy and explains the reasons for identifying the preferred alternatives to address contamination at Parcels E and UC-3.

PUBLIC COMMENT PERIOD
The Navy invites interested members of the public to review and comment on the Parcels E and UC-3 Proposed Plan during a Public Comment Period, from February 13, 2013, to March 15, 2013. Public comments must be submitted in writing and must be received no later than March 15, 2013. Alternatively, members of the public are invited to attend a Public Meeting on February 28, 2013, from 6:00 p.m. to 8:00 p.m. Public comments to the Proposed Plan will also be accepted at this meeting. August 17, 2011 - Parcel E-2, Industrial Landfill, Annual Operation and Maintenance Report for 2010-2011: The Operation and Maintenance Plan describes the procedures required to ensure the integrity of the interim cap on the Parcel E-2 Industrial Landfill, as well as contingency plans associated with earthquakes, floods or major storm events, and fires. General site inspections conducted four times per year, in September, December, March, and June, are summarized in this report.

NOTICE:
The Anna Waden Library is now closed for renovation. The Hunters Point Shipyard documents formerly available at this location are now located at the Hunters Point Shipyard Site Office Trailer, (Located across the street from the security entrance to the Shipyard), 690 Hudson Avenue. San Francisco, CA 94124. The office is open Monday through Friday from 9:00 am to 5:00 pm.

Hunters Point Shipyard documents continue to be available at the City of San Francisco Main Library, Government Information Center, 5th Floor, 100 Larkin Street, San Francisco, CA 94102, (415) 557-4500. The main library is open Mondays 10am-6pm; Tuesday through Thursday 9am-8pm; Friday 12- 6pm;Saturday 10am-6 pm; and Sunday 12-5 pm.

Base Property and Historical Use
Hunters Point Shipyard (HPS) is located in southeast San Francisco on a peninsula that extends east into the San Francisco Bay. The facility was operated as a commercial dry dock facility from 1869 until December 29, 1939, when the Navy purchased the property. From 1945 until 1974, the Navy predominantly used the shipyard as a repair facility. In addition to serving as a shipyard repair facility, HPS was also partially occupied by the Naval Radiological Defense Laboratory (NRDL) from 1948, when the NRDL was formed, to 1969. The purposes of the NRDL included radiological decontamination of ships exposed to atomic weapons testing and included conducting research and experiments on radiological decontamination, the effect of radiation on living organisms, and the effects of radiation on materials. In 1974, the Navy ceased shipyard operations at HPS, placing it in industrial reserve and transferring control of the property to the Office of the Supervisor of Shipbuilding, Conversion, and Repair in San Francisco. From May 1976 to June 1986, Triple A Machine Shop, Inc. leased most of HPS from the Navy and operated these leased areas as a commercial ship repair facility.

Closure date, planned reuses, parcels transferred
HPS was divided into seven parcels, Parcels A through F and E-2, to aid in environmental investigation and cleanup activities. On December 3, 2004 the Navy transferred the first 75-acres of HPS (know as Parcel A) to the San Francisco Redevelopment Agency (SFRA) and is no longer Navy property. The planned reuse for Parcel A consists of residential housing, community parks and commercial venues. The remainder of the Shipyard will be conveyed to the SFRA once the environmental cleanup becomes completed. The former Parcel A consisted of approximately 75 acres upland of the other parcels. Parcel B occupies approximately 58.7 acres of shoreline and lowland coast in the northeastern portion of HPS. Parcel C consists of approximately 78.4 acres of shoreline and lowland coast along the east-central portion of HPS. Parcel D occupies approximately 98.1 acres of southeast central shoreline and lowland coast. Parcel E consists of approximately 137.8 acres of shoreline and lowland coast along the southwestern portion of HPS. Parcel E-2 consists of approximately 47.4 acres of the original Parcel E land; is situated along the western shoreline of HPS and contains the Landfill and Panhandle Area. Parcel F consists of approximately 457 acres of offshore sediment within San Francisco Bay which bounds HPS to the north and east; and within South Basin which bounds HPS to the south.

Meeting Information
Per the December 23, 2009 attachment below, the HPS Restoration Advisory Board was officially dissolved as of December 23, 2009. The Department of the Navy is seeking input as it organizes a new, improved community outreach program. As soon as the details have been worked out, the Navy will announce the location and date of the next community meeting.
