Mission

Recap Program will bring the ground support system to near zero hours/miles and apply the PAC-3 modernization program upgrades.

Lead is DOD’s only organic solution for One-Stop Service for Tactical Missile Maintenance, Modification and Integration. We possess all the specialized capabilities that support Total Weapon System Maintenance. From the manufacturer to: storage, certification, GSE rebuild, CONUS and OCONUS support to final demil.

LEAD Quality MWO/ECP Configuration Program provides configuration control.

LEAD works on Radars, Launchers, Communication Relay Groups, Engagement Control Stations, Information Control Centrals, and Antenna Mast Groups

- Major Item is disassembled down to the circuit card level.
- All major parts and sub-assemblies, i.e., cabinets, brackets, cover plates, etc are totally stripped of paint. Some hardware is reused and therefore stripped and plated.
- Each item is re-plated, and painted IAW DMWR/TMs.
- Stenciling and silk screening markings are applied IAW DMWR/TMs.
- Chassis are also disassembled, striped and re-plated/painted and marked.
- Circuit cards are sent to test on the GETS and replace or repaired as required.
- Chassis are reassembled and tested. Wire harnesses are replaced or refurbished according to configuration requirements. All assemblies and subassemblies are rebuilt IAW config & DMWR/TMs. Major Items are tested.
- Complete radar test and integrated system test is done on a 28-acre Radar Test Site.
- Some parts that are not available for purchase are fabricated on site.
- Quality standards are checked at various steps in the assembly process by certified quality control inspectors.

The Avenger Air Defense System is a missile system which provides mobile, short range air defense protection for ground units against cruise missiles, unmanned aerial vehicles (UAV), low flying fixed winged aircraft, and helicopters.

LEAD has provided Avenger Depot Level Maintenance and total fleet maintenance of all Avenger variants to the Army, Army National Guard Bureau, Marine Corp, and Foreign Military customers since 1992.

LEAD provides:

Complete A1 – overhaul & RESET Direct support and Depot level repairs with joint final inspection by LEAD, unit, and IMMC.
Both maintenance and supply transactions and provide complete overhaul of all major components and HMMWV.
Direct support & general support to both CONUS and OCONUS locations Final Hand-off inspection at any designated unit location
New Equipment Training (NET) at field maintenance activities

Laser Range Finder – circuit cards and most of sub-components
Forward Looking Infrared Receiver, FLIR – circuit card and most of sub-components for 1st-2nd generation

The High-Mobility Multipurpose Wheeled Vehicle, (HMMWV) Recap program at Letterkenny Army Depot recycles used-worn vehicles into as new condition code A assets at a fraction of the cost of purchasing new.

Various models and configurations from the basic M998 thru M1151 fully armored, including special purpose types are Recapped.

The seed vehicles are completely disassembled and all components rebuilt to new condition or replaced with new.

The engine and power train is replaced with 100% new upgraded components.

.All work is accomplished on a production line type process which allows us to reduce man-hours, hold quality at a high level, and increase efficiency-productivity exceeding the demands of our customers.

MISSION: On order from TACOM Program Manager - Assured Mobility Systems establish a Fleet Modernization Activity in Kuwait, for US Army and Marine Corp Route Clearance Vehicles (RCV) along with selected USMC and Army Mine Resistant Ambush Protected (MRAP) assets. Success will be achieved by attaining a sustained production rate of 32 vehicles per month at the mid point of a three year effort with total fleet repair and modernization as the end state objective.

The Buffalo/MPCV is a mine-hunter clearance system, which provides a mine blast secure platform for Soldiers engaged in the search for personnel mines and higher-rated Improvised Explosive Devices along roadways. The MPCV clears the path for safe movement of Troops, supplies and commercial traffic. The Buffalo is the key weapon in establishing confidence and stability in areas of operation.

The VMMD or "Husky" System is comprised of two multiple vehicles and a Mine Detonation Trailer Set that operates as a single mine detection and detonation system. The VMMD provides a blast protected platform for the operator and detects and marks large metallic mines and suspected large metallic explosive hazards such as AT mines and IED.

RG 31 MMPV provides a blast-protected platform to protect Soldiers conducting Route Clearance missions in order to assure mobility of the force.

MMPV Panther supplies explosive hazard teams as well as EOD engineers with an ambush protected command and control platform that protects Platform to transport Soldiers supporting Route Clearance operations.

The JERRV's primary role is to support first responders such as Army "89D" Explosive Ordnance Disposal Specialist in neutralizing Improvised Ordnance Disposal Devices (IED), mines and other ordnance. Projects such as converting the MRAP CAT II Cougars into JERRV produce the most protective vehicles equipped with overall armor protection and a V-shaped hull.

The Medium Mine Protected Vehicle (MMPV) is used in point, route and area clearance of mines and Improvised Explosive Devices (IED). The primary function of the MMPV is to provide a mobile protective vehicle platform from which Soldiers and their equipment could conduct explosive hazard identification and neutralization missions. The MMPV system is a blast protected vehicle platform that operates in explosive hazardous environments. It is used by Army Combat Engineer Companies in route and area clearance operations, and Explosive Ordnance Disposal (EOD) Companies in EOD support operations.

HIMARS – High Mobility Artillery Rocket System is a light multiple rocket launchers mounted to a FMTV.  The HIMARS configurations include 6 rockets and one Army Tactical Missile System.  LEAD is currently working secondaries workload in partnership with Lockheed Martin.

The aviation ground power unit (AGPU) is designed to provide electrical, hydraulic, and pneumatic servicing of rotary-wing aircraft.

LEAD is the AGPU Reset “GOLD Site”

LEAD provides:
- Complete overhaul and RESET to condition code “A”
- Direct support & General Support to both OCONUS and CONUS locations.
- Final handoff inspections at a designated unit location.
- New equipment training
- Complete testing of all assembles and asset per MRO

Biological Integrated Detection System (BIDS) Program at LEAD:

- Partnered with Joint Program Office- Chemical and Biological Defense and Gichner shelter Systems since 2002.

- Conducted an extensive Value Stream Analysis and LEAN Six Sigma review indentified numerous opportunities to reduce cost, minimize flow time and improve customer support.

- Program expanded by taking on the additional responsibilities of procuring HMMWVs, making required modifications, mounting shelters, completing fully functional BIDS units and fielding.  

- Collaborated with Joint Program Office in an effort to manufacture three prototype XM103 trailers.

- Program further expanded by providing testing, storage, maintenance, repair, and shipping of Basic Biological Suite Units (BBSUs) for Stryker Armored Combat Vehicles.

Power Generation provides electricity to meet mission infrastructure needs in OCONUS and CONUS for soldiers and civilians.  OCONUS equipment provides for tactical, training, specialized equipment, and basic soldier needs.
 
LEAD is the “Center of Technical Excellence” for Tactical Quiet Generators.

The generators that LEAD reset include 54 variants of skid and trailer mounted, and are shipped “Condition Code A”.  Tactical Quiet Generator (TQG) is a rugged and reliable military electrical power generating source. The TOW is a wire-guided line of sight heavy anti-tank missile.  This system is used in anti-armor, anti-bunker, anti-fortification, and anti-amphibious landing roles.  The TOW missile system has been in service since 1970 with more than 650,000 missiles produced for the US and foreign military.  LEAD has been overhauling and Resetting the TOW system and secondary components since 1994.

LEAD provides:

Letterkenny Army Depot refurbishes M997 model (HMMWVs), High-Mobility multipurpose wheeled vehicle Ambulances to code A condition extending their useful life another 10-15 years.

Assets received are completely disassembled and all components rebuilt or replaced to new condition.

Work is executed on a production line type process, resulting in reducing the man-hours required, with increased productivity and quality.

The National Guard recap program at LEAD is to bring all vehicles to zero hour/miles

Here at lead we have the capabilities to perform total vehicle rebuild.

Here at lead we work on 7.5 ton cranes, 6k forklifts, 10k forklifts and 5 cubic yard scoop loaders

- The 6k forklifts, 10k forklifts and 5 cubic yard scoop loaders are broke all the way down to a bare frame
- The 7.5 ton cranes are broke down to the point where the booms and out riggers are removed.
- All major parts and sub assemblies on the 6k forklifts, 10k forklifts and 5 cubic yard scoop loaders are repaired and reinstalled.
- The boom and out riggers and cylinders are disassembled and reassembled and reinstalled on the 7.5 ton cranes
- The vehicles go thru a first paint in order to be treated for rust before reassembly and after reassembly all vehicles get a final paint.
- All vehicles go through a pre-shop and road and load and a final test before vehicles are ready for shipment back to the units.
- Quality checks are performed throughout the recap or reset process.
