Installation Management Command - Europe Region

Kathleen Marin has been a leader in installation management for over 20 years in positions of increasing responsibility, both overseas and in the United States, at the tactical, operational, and strategic levels. Her initial assignment was in a forward-deployed environment, serving as the Operations Officer for the Directorate of Plans, Training, Mobilization, and Security, in Bad Kreuznach, Germany. She was then selected to be the first civilian Subcommunity Manager for the Dexheim Subcommunity, 53rd Area Support Group, where she was widely recognized for her leadership when both battalions deployed to Operation Desert Shield/Desert Storm. After participating in the USAREUR Task Force to develop a new post-Cold War base support structure, she was selected as the first civilian Executive Officer for the 222nd Base Support Battalion, Baumholder, Germany.

Upon returning to CONUS, Ms. Marin honed her skills in Soldier and Family programs as Deputy Director of Personnel and Community Activities, Fort Sam Houston, Texas. She then assumed broader installation management responsibilities as Executive Officer, Base Operations Manager, and Deputy to the Garrison Commander for U.S. Army Garrison, Fort Sam Houston. She was recognized for her achievements in installation management by the Alamo Federal Executive Board, most notably for leading the Army’s pilot program for a public-private leasing venture and one of the first whole-base competitive sourcing projects.

Ms. Marin’s proven skills in leading change and people resulted in being selected as the Task Force Leader to stand up the Southwest Region Office of the new Installation Management Agency. She was subsequently assigned as the first Chief of Staff of the Region, where she played a key role in the transformation of installation management. Ms. Marin was then selected for Senior Service College, and upon completion, was assigned to the HQ, Installation Management Command, first as the Chief of Capabilities and Initiatives in the Plans Division, then as the Director of Plans. In this capacity, she led change command-wide, focusing the enterprise on equitable delivery of installation services, promoting business transformation, and driving measurable results. In October 2008, Ms. Marin was appointed to the Senior Executive Service as the Director of Installation Services, Office of the Assistant Chief of Staff for Installation Management, where she was charged with developing and overseeing Army-wide execution policies and strategies for a host of installation services in support of Soldiers and their Families. She assumed her duties as Region Director, IMCOM-Europe on October 23, 2011.

Born in La Jolla, California, Ms. Marin received a B.A. in English from the University of California, San Diego, and an M.A. in English from San Diego State University. She is a graduate of the Defense Leadership and Management Program and is a Distinguished Graduate of the National Defense University Industrial College of the Armed Forces, earning an M.S. in National Resource Strategy. She has received a Meritorious Civilian Service Award, two Superior Civilian Awards, and three Commander’s Awards for Civilian Service.
