Preliminary Results of the FDA-funded Study Suggests Approximately 1.5-fold Increase in the Risk of Blood Clots for Women

The U.S. Food and Drug Administration (FDA) has informed the public that it has not yet reached a conclusion, but remains concerned, about the potential increased risk of blood clots with the use of drospirenone-containing birth control pills. FDA has completed its review of the two 2011 studies that evaluated the risk of blood clots for women who use drospirenone-containing birth control pills, previously mentioned in FDA's Drug Safety Communication issued on May 31, 2011, and is continuing its review of a separate FDA-funded study that evaluated the risk of blood clots in users of several different hormonal birth control products (contraceptives). Preliminary results of the FDA-funded study suggest an approximately 1.5-fold increase in the risk of blood clots for women who use drospirenone-containing birth control pills compared to users of other hormonal contraceptives. Cost Sharing Eliminated for Insurance Coverage of Women's Preventive Services

Historic new guidelines that will enable women with private health insurance to obtain certain preventive health services, including contraception, at no cost, were announced on August 1st by the U.S. Department of Health and Human Services (HHS). The HHS guidance, which implements a section of the Affordable Care Act, was developed after recommendations were provided to the Department by an expert panel of the independent Institute of Medicine. The new HHS guidelines require new health insurance plans to cover women's preventive services such as well-woman visits, breastfeeding support, domestic violence screening, and contraception without charging a co-payment, co-insurance or a deductible. New health plans will need to include these services without cost sharing for insurance policies with plan years beginning on or after August 1, 2012. The rules governing coverage of preventive services allow plans to use reasonable medical management to help define the nature of the covered service that apply to women's preventive services. The Office of Population Affairs releases new Program Instruction to provide guidance to Title X Family Planning service grantees regarding Compliance with Grant Requirements and Applicable Federal and State Law, including State Reporting Laws. There are three documents that accompany OPA 11-01. Title X grantee staff should be fully aware of the content included in each of these documents, and have policies, procedures, and training in place to ensure compliance with all provisions included in OPA Program Instruction 11-01, as well as the other documents. Obama Administration to Commemorate World AIDS Day

On Wednesday, December 1st, Obama Administration officials and leaders in the AIDS community will speak at a World AIDS Day event at the White House to reflect on the lessons learned and the path forward in the fight against HIV and AIDS in the United States and around the world. The White House World AIDS Day Event will include keynote remarks as well as a panel discussion with HIV/AIDS researchers and advocates. To view a live stream of this event visit AIDS.gov. The White House also released a World AIDS Day Presidential Proclamation.

OPA Awards the Clinical Training Center for Family Planning Cooperative Agreement

The Office of Population Affairs announces the award of a five-year cooperative agreement to the University of Missouri-Kansas City School of Nursing and its grant partner, Development Systems, Inc. (the Region VII Title X Family Planning Training Center) to continue the Clinical Training Center for Family Planning (CTCFP). The focus of the Clinical Training Center is to build capacity in the nation's federally funded family planning clinics through health care provider education, skill-building and ongoing support. Since its inception in 2006, the "CTCFP" has trained 218 Title X health care providers from across the US as family planning preceptors. CTCFP has convened two national clinical conferences attended by more than 900 nurses, nurse practitioners, physicians, physician assistants and nurse midwives. Through this award, the UMKC School of Nursing and Development Systems, Inc. will continue to provide high quality, needs-based professional education programs and facilitate networking and technical support over the next five years.

OPA Issues the "Integration of HIV/AIDS Testing and Prevention Services in Title X Family Planning Projects" Supplemental Grant Awards

The Office of Population Affairs (OPA) recently issued 83 supplemental grant awards for the integration of HIV/AIDS testing and prevention services in Title X family planning service projects. These competitively awarded grant supplements are funded through Title X and the Minority AIDS Initiative (MAI) and align with the National HIV/AIDS Strategy. The MAI funds will support projects in communities where racial and ethnic minorities are under-served or disproportionately impacted by HIV/AIDS.

The 83 HIV Integration projects were awarded to 41 Title X family planning services grantees. Through these projects, testing will be available in 478 clinics, located in 34 states, U.S. jurisdictions or commonwealths, and the District of Columbia. The purpose of the supplemental grants is to integrate HIV/AIDS prevention activities in Title X clinical service projects by expanding the availability of onsite HIV testing, counseling and related HIV referral services with a focus on implementing the 2006 Centers for Disease Control and Prevention's (CDC) "Revised Recommendations for HIV Testing of Adults, Adolescents, and Pregnant Women in Health-Care Settings." The projects aim to reduce barriers to implementing CDC's recommendations to make voluntary HIV screening a routine part of medical care for all patients.

Highlights from the Second National Title X Family Planning Clinical Conference

St. Louis, Missouri, was the site of the second biennial national Title X clinical conference, sponsored by the Clinical Training Center for Family Planning. Over 500 health care professionals working in Title X clinics around the country attended this clinically focused three day conference which was broad in scope, rich in substance, ambitious in reach and grounded in science. The conference featured expert panel question and answer sessions, scientific posters, lectures and small interactive and hands-on skills sessions, expert speakers presented the latest evidence regarding clinical family planning practice. The conference welcomed Marilyn Keefe, MPH, Deputy Assistant Secretary of Population Affairs and Susan Moskosky, MN, WHNP, Director, Office of Family Planning, who provided opening remarks and a clinical Title X update to the audience. An acknowledgement to all the hard work clinicians provide in Title X was celebrated with a Happy 40th Birthday Title X reception.

DHHS Office of the Secretary announces OASH name change to the Office of the Assistant Secretary of Health

On August 31, 2010, the Secretary of Health and Human Services announced in the Federal Register that the Office of the Assistant Secretary for Health (OASH) is now the Office of the Assistant Secretary for Health (ASH). The Office of the Assistant Secretary of Health is comprised of 12 core public health offices and the Commissioned Corps, a uniformed service of more than 6,500 health professionals who serve at HHS and other federal agencies. CMS publishes the final rule on its Electronic Health Record Incentive Program

CMS published the final rule on its Electronic Health Record Incentive Program on July 28, 2010. This rule implements the provisions of the American Recovery and Reinvestment Act of 2009 and provides many of the parameters and requirements for the Medicare & Medicaid EHR Incentive Programs. These regulations are effective on September 27, 2010. A copy of the final rule and many related fact sheets and other tools and documents are available at the CMS website.

CDC issues the U.S. Medical Eligibility Criteria for Contraceptive Use, 2010

For the first time, CDC is issuing a set of recommendations for U.S. health care professionals to use when providing family planning counseling and services. The U. S. Medical Eligibility Criteria for Contraceptive Use, 2010, provides guidance on whether women and men with particular medical conditions or physical characteristics can safely use certain methods of contraception. DHHS Announces New DASPA

The U.S. Department of Health and Human Services is pleased to announce the appointment of Marilyn J. Keefe, M.P.H., as Deputy Assistant Secretary for Population Affairs (DASPA). Ms. Keefe's wealth of professional experience in the field of public health policy will serve her well in this position. As Deputy Assistant Secretary, she will manage operations and activities of the Office of Population Affairs (OPA) and its components, coordinate long-range planning; and guide program development.

Ms. Keefe joins OASH after having most recent recently served as the Director of Reproductive Health Programs for the National Partnership for Women & Families, an organization which promotes women's health issues, access to affordable health care, and workplace fairness. Previously, Ms. Keefe served for 13 years as Vice President for Public Policy at the National Family Planning and Reproductive Health Association. Prior to joining NFPRHA, Ms. Keefe worked at HHS as a program analyst for four years, with special emphasis on the Medicare and Medicaid programs.

Ms. Keefe earned a Master's Degree in Public Health with a concentration in population dynamics from Johns Hopkins University in 1993; a Master's in Public Policy degree from the University of Chicago in 1986; and a B.A. in English from Columbia University in 1980.

OPA Announces the Availability of Approximately $500,000 - $700,000 for One Family Planning Clinical Training Cooperative Agreement

The Office of Population Affairs (OPA), Office of Family Planning (OFP) announces the availability of funds for one cooperative agreement to establish and operate a family planning clinical training center that will serve Title X service delivery projects nationally. The successful applicant will be responsible for the design, development, implementation and evaluation of a training program that includes two components: (1) Training of clinical preceptors to work in Title X family planning service projects; and (2) conducting a national clinical training meeting every other year of the project. The purpose of this family planning clinical training cooperative agreement is to ensure that health care practitioners providing services in Title X-funded service projects have the knowledge, skills, and attitudes to provide effective, high quality family planning clinical services. HHS Announces New Acting Director for the Office of Population Affairs

Susan Moskosky, MS, RNC, is the new Acting Director for the Office of Population Affairs (OPA). She dually serves as Director of OPA's Office of Family Planning. Since 2001, Ms. Moskosky has provided outstanding leadership in guiding the Title X Family Planning Program nationwide, and in collaboration with the ten HHS regional offices.

In that capacity, she administered programs that provide access to contraceptive services, supplies and information. In 2008, the Title X program provided services to more than five million individuals, 90 percent of whom had family incomes at or below 200 percent of the Federal poverty level.

Her strong commitment to prevention has been instrumental in integrating HIV prevention services into Title X family planning clinics, enabling hundreds of thousands of individuals to know their status each year and ensuring that those who are found to be HIV positive are referred for needed care and treatment.

Ms. Moskosky began her federal career as a Regional Program Consultant for Family Planning in HHS Region VII, Kansas City, where she also served as the Region VII Women's Health Coordinator. She is a certified Women's Health Nurse Practitioner who spent the first 15 years of her professional career providing family planning, prenatal, and other preventive health services, as well as educating nurse practitioner students. She was the Director of one of the five original Title X-funded Women's Health Care Advanced Nurse Practitioner programs at the University of Texas Southwestern Medical Center in Dallas, Texas.

The National Plan for Action is Now Available for Review and Public Comment

The U.S. Department of Health and Human Services (HHS), Office of Minority Health is seeking public input from communities across the country on the proposed National Plan for Action. The Plan captures the status of health disparities in our country and proposes 20 strategies for their elimination. Analysis of the Effectiveness of Title X Family Planning Providers' Use of the 340B Drug Pricing Program
The Office of Family Planning (OFP) within the Office of Population Affairs (OPA), contracted with The Lewin Group and the Guttmacher Institute to better understand the facilitators and barriers, as well as benefits and drawbacks, to Title X providers' participation in the 340B and Prime Vendor programs. The study aimed to help OPA/OFP understand the many issues contributing to Title X providers' experiences using these programs, along with alternative methods available for achieving pharmaceutical discounts. Dr. Diana Schneider has joined OPA as the new Director of the Office of Research and Evaluation (ORE).

Dr. Diana Schneider has joined OPA as the new Director of the Office of Research and Evaluation (ORE). She is responsible for oversight of research and evaluation activities supported by the Title X Family Planning program and the Title XX Adolescent Family Life program and related special initiatives. Dr. Schneider has twenty years of experience in the field of public health, the last twelve of which have been with the federal government. Dr. Schneider received her Doctorate of Public Health in Epidemiology from the Uniformed Services University of the Health Sciences and her Master of Arts in Latin American Studies from the University of Texas at Austin. She is a Commissioned Officer in the United States Public Health Service.

Review of Family Planning Program Released by the Institute of Medicine

On May 26, 2009, the Institute of Medicine (IOM) released "A Review of the HHS Family Planning Program: Mission, Management, and Measurement of Results." Findings in the report are largely positive, and the report also identifies areas where there are opportunities to strengthen the program in meaningful ways. Included in the report is the recommendation that family planning be re-established as a core value in public health practice, and the report urges DHHS and Congress to support the Title X program as a leading voice for the nation's family planning effort. OAPP Announces a New Acting Director

Alicia Richmond Scott has been appointed as the Acting Director for the Office of Adolescent Pregnancy Programs (OAPP). Ms. Scott also serves as a Public Health Analyst with OAPP. She has worked in the Office of Population Affairs (OPA) for more than 10 years where she monitors AFL prevention and care demonstration grants. In addition to her project officer responsibilities, she provides policy and program development in areas such as teen pregnancy and reproductive health to the office and leads the annual grantee conferences and evaluation projects. Ms. Scott received her Masters degree in Social Work from Howard University in Washington, D.C.

OPA Announces the Availability of Approximately $1.5 million for the Male Family Planning Research Cooperative Agreements

The Office of Population Affairs announces the availability of funds to test a comprehensive service delivery model and evaluate its effectiveness and replicability in Title X clinics. Parents can have a strong, positive influence on the decisions their teens make about risk behaviors. 4Parents.gov and a "Parents, Speak Up!" guide provide parents with the information and tools they need to start those sensitive conversations that will help their teens make the healthiest choices. "Teen Chat" is a similar guide for teens.


HHS announces new Acting Deputy Assistant Secretary for Population Affairs

Susan Orr, Ph.d., was appointed Deputy Assistant Secretary for Population Affairs (DASPA) on February 3, 2008. Dr. Orr was first appointed as the Acting DASPA on October 15, 2007. In this position, Dr. Orr advises the Assistant Secretary for Health on issues regarding population affairs, and is responsible for carrying out the provisions of the Family Planning and Adolescent Family Life (AFL) programs authorized by Title X and Title XX of the Public Health Service Act.

Since May 14, 2001, Dr. Orr previously served as the Associate Commissioner of the Children's Bureau, in the Administration on Children, Youth and Families and under the Assistant Secretary of the Administration of Children and Families, at the U.S. Department of Health and Human Services.

Prior to joining the Bush Administration, Dr. Orr was the Senior Director for Social Policy at the Family Research Council; prior to that she served as Director of the Center for Social Policy at the Reason Public Policy Institute. Dr. Orr previously served at the Administration on Children, Youth and Families during 1992-98 as a Special Assistant to the Commissioner, and as a Child Welfare Program Specialist at the National Center on Child Abuse and Neglect.

Dr. Orr received her bachelor's degree in politics at the University of Dallas; both her M.A. and Ph.D. in government are from the Claremont Graduate School. She has published in the fields of political philosophy, American government, and child and family policy, in both academic and general audience publications.

Abstinence Education Evaluation Conferences 

Two national conferences on "Abstinence Education Evaluation: Strengthening Programs through Scientific Evaluation" have been held under the leadership of OPA in co-sponsorship with the Administration on Children and Families (ACF). The first conference was held in Baltimore in 2005 and the second followed at the same location in March, 2007. In each instance, submissions describing evaluation results from abstinence education projects funded by OPA/OAPP and ACF were solicited, and an independent peer review process was carried out to select paper manuscripts and poster abstracts for conference presentation. In addition, state-of-the art presentations/discussions were featured along with technical assistance to improve program evaluations. OPA Special Studies

The Office of Population Affairs has developed several evaluation projects with support from one-percent funding distributed by the Assistant Secretary for Health. The most recent projects include assessments of youth development approaches, parent involvement strategies, Title X evaluation needs, promising practices in couples-based family planning service delivery, strategies for addressing intimate partner violence, and the design of a cross-site evaluation for Title XX programs. In addition, the OPA completed two special studies examining HIV prevention and language assistance activities in Title X family planning clinics. The executive summaries are now available.
