US Africa Command Theater Clearance Coordination Center
Theater entry requirements are determined by the Combatant Commander (COCOM) and listed in the DoD Foreign Clearance Manual/Foreign Clearance Guide (FCG).

US Africa Command theater entry requirements pertain to all DoD military, civilian, and contractor personnel travelling in any capacity into and within the US Africa Command Area of Responsibility.

  • All DoD and DoD-sponsored travel in the U.S. Africa Command Area of Responsibility requires Theater Clearance approval from the Commander, U.S. Africa Command prior to travel.
  • Requirements for Theater Clearance approval are published in the Department of Defense Foreign Clearance Manual.
  • Theater Clearance requests will be completed via the Aircraft and Personnel Automated Clearance System (APACS). APACS allows simultaneous processing of Country, Theater, and Special Area clearances.
  • Theater clearance requests must indicate the most recent completion dates of entry requirements specified in the Foreign Clearance Manual.

Mandatory Theater Travel Training/Requirements
  • Anti-Terrorism/Force Protection (AT/FP) Level 1
  • SERE Level B or higher or SERE 100
  • DD Form 1833 (ISOPREP) submitted via the Personnel Recovery Mission Software (PRMS) or Army Knowledge On-Line (AKO) "PRO-File" tool
  • Africa Command medical assessment
  • Force Protection Requirements

  2. Complete AT/FP Level 1 training.

  3. Complete fundamental Code of Conduct training (per the JPRA, Joint Survival, Evasion, Resistance, and Escape (SERE) Training Standards Level A, 5 November 2010) within 24 months prior to entering the US Africa Command AOR:
    1. SERE 100.1 computer-based training satisfies the level A requirement and as continuation training. This unclassified training can be found on the Joint Knowledge Online (JKO) page (http://jko.jfcom.mil) under the "Take Courses" tab, course number "J3T A-US022". Completion of the previous CBT version "SERE 100" will satisfy this requirement until 1 November 2012
    2. Continuation training every 24 months or service requirement applies regardless of previous code of conduct training.

  4. Complete and submit DD Form 1833 "ISOPREP."

  5. Complete medical assessment and requirements, including Africa travel preparation checklist IAW Africa Command Manual (ACM) 4200.03 "Force Health Protection Procedures for Deployment and Travel".
  6. Create an Aircraft and Personnel Automated Clearance Systems (APACS) account.
