Definition

This category includes documents pertaining to the history and background surrounding the site.  This section covers the period of time prior to when a site is ranked on the NPL.  Documents which pre-date any active EPA Superfund involvement should be filed in this category (except aerial photographs which may date from before and during EPA involvement).  Any county / parish, State, Resource Conservation and Recovery Act (RCRA), or other non-Superfund EPA program materials are filed in this file.  If a site is referred by the State to EPA, the date of the site referral establishes the final document date for this category.   Note:  Historical correspondence between PRPs and state and/or local agencies is filed in the Enforcement, PRP Specific (NP) phase.

11.01 Court Record pre-NPL phase (No EPA involvement)
These are court records and documents that relate to or involve the site, the PRP(s), or the hazardous wastes, but to do not involve EPA.  Examples are cases involving the PRP and the State, or the PRP and individuals.  Use this category for court records before a site is on the NPL list; see Enforcement/Case Development for court cases after a site is listed on the NPL.

11.02 Permit (Not EPA issued)
These are permits issued by non-EPA agencies that involve the site.  Usually these are permits issued by the State or City.  Permit applications are filed here but related correspondence is filed in Historical Correspondence [11.06].

11.03 Investigation (Not EPA, Not Site Specific)
These are studies, investigations, sampling, and reports done by someone other than EPA or their contractors prior to NPL listing and EPA's involvement which are not site specific.

11.04 General Information on Type of Waste, Site, etc. (Not Site Specific)
Any general type of information about the type of hazardous substance found at this site or similar sites is included here.  These documents can include newspaper articles, reports, studies, tables, etc., but are not specifically related to this site.

11.05 Report and/or Study (Not EPA but Site Specific)
Reports and studies that are not done by or for EPA, but are specific to this site are coded here.

11.06 Historical Correspondence
Historical Correspondence between non-EPA entities, including requests for assistance or site referrals, that relate to the site but are not addressed or copied to EPA should be coded here.

11.07 Historical Slides, Photographs, Drawings, and Other Non-Paper Media
All slides, photographs (including aerial), drawings, and other non-paper media will be classified as History regardless of the actual date taken or the source because non-paper media studies change over time.  Since some non-paper media is large and need special storage conditions, they may not be physically filed with the paper site file.

Any correspondence including letters, memoranda, notes, and record of communications generated or received by the EPA.
