Employment Equity
The Government of Manitoba is committed to Diversity and Employment Equity
in order to create a civil service that is representative of the citizens
of Manitoba that we serve. There are four designated groups: women, persons
with a disability, Aboriginal persons and visible minorities. We encourage
current employees or potential applicants to declare when applying for
job opportunities. Employment Equity declarations are kept in the strictest
of confidence.
Government of Manitoba policy on employment equity in staffing:
Employment equity is a factor in the staffing process when a designated
group is underrepresented in the level, class, series or occupation within
the department and across government.

Designated Groups
The Employment Equity Policy designates four groups:
- Women
- Aboriginal - (Persons of North American
Aboriginal ancestry including First Nation, (status and non-status
Indians), Inuit and Metis).
- Person with a Disability - (Persons who
have a long-term or recurring impairment and consider themselves
to be disadvantaged in employment by reasons of that impairment,
or believe an employer or potential employer is likely to
consider them to be disadvantaged in employment by reasons
of that impairment, and persons whose functional limitations
owing to their impairment have been accommodated in their
current job or workplace.)
- Visible Minority - (Persons other than
Aboriginal people, who because of their race or colour, are
a visible minority). Examples of Visible Minority include
Black (e.g. African, Haitian, Jamaican, Somali), South Asian
(e.g. East Indian, Pakistani, Punjabi, Sri Lankan), South
East Asian (e.g. Cambodian, Indonesian, Laotian, Vietnamese)
Arab / West Asian (e.g. Armenian, Egyptian, Iranian, Lebanese,
Moroccan) Chinese, Filipino, Latin American, Japanese, Korean.
Use of "Preference" and "Designated" in
the selection process:
- Preference is a special measure
that allows for the appointment of persons from one or more
designated groups. Applying Preference means that if one
of more individuals within a particular designated group meet
all the essential criteria then the one with the
highest ranking will be selected. If there is no candidate
from that designated group who meets all the essential criteria
then a non-designated qualified candidate may be selected.
- Designated employment equity means
having a competition where only designated employment equity
members are eligible to apply for the position. if no qualified
designated candidate(s) meet the essential criteria then
the Department would rebulletin or conduct further outreach.
Declaration
Declaration refers to the process where individuals identify
themselves as belonging to one or more of the designated groups
for Employment Equity. Candidates and current employees can
declare in a number of ways:
- completing the Civil Service application form
- completing the declaration
form
- declaring in their cover letter and resume
- responding to the selection board's questions related to
the Employment Equity criterion followed by a written declaration
- responding to a department-wide workforce survey
- sending a memo to Human Resources.
