In November, 37 states and the District of Columbia recorded over-the-month unemployment rate increases, 5 states registered decreases, and 8 states had no change. Unemployment rates were higher in November than a year earlier in 364 of the 369 metropolitan areas, lower in 4 areas, and unchanged in 1 area. rose in 16 states, and were unchanged in 6 states from 2006. Employment-population
ratios decreased in 28 states, increased in 17 states and the District of Columbia,
