Who is eligible to participate in the EA Programs ("Target Populations")

Some forms of government assistance do not count as income in this eligibility determination; inquire with your local service provider to find out what counts as "income" and what does not.

Utility assistance program year runs: January - December.
Weatherization program year runs: April - March.

  • In program years not supplemented with Stimulus Program funds, income eligibility applies to households at or below 125 percent of federal poverty guidelines, ask your local service provider for an eligibility determination;
  • Households who provide documented need (as determined through the application process); and
  • Additionally for WAP, the structure must be able to benefit from being weatherized.

Once the above provisions are met, then priority is given to:

  • Roughly equivalent to extremely low- to very low-income households (0-60 percent of the area median family income);
  • Households with small children (under the age of 6);
  • Households with an elderly resident;
  • Households with a disabled resident;
  • Households with the highest energy cost and lowest income; and
  • Households with high residential energy use.

For CEAP, there is no categorical eligibility, and benefits are based on need. For WAP, these are the priority groups, but other low income may be eligible.
