IRM Continuing Education Guidelines & Information
The Information Resources Manager (IRM) at each state agency
or university must ensure that integrated information resources
(IR) are acquired appropriately, implemented effectively,
and comply with regulations and agency policies. Continuing professional education (CPE) is critical for accomplishing these responsibilities.
The Information Resources Management Act, 77th Legislature,
Section 2054.076, states that DIR must establish mandatory
guidelines for IRM continuing education. DIR developed these
guidelines in accordance with this legislation, and with the
assistance of the IRM Education Advisory Committee, IRM surveys,
and IRM focus groups. Beginning September 1, 1999, all IRMs
must comply with these guidelines. The following links provide

IRM Continuing Education Guidelines (CEG) - FY '05 Revision
Key features of the IRM Continuing Education Guidelines:
- IRMs are assigned to different levels based on the agency biennial information resources budget.
- Each IRM must complete a minimum number of continuing professional education (CPE) hours every fiscal year.
- Program guidelines are based on six specified core competency areas in which IRMs are directed to strive for proficiency to the level needed in their organization.
- Each IRM must complete a set of mandatory topics within the first two years of the program.
- IRMs have the flexibility to choose their sources of education as long as the courses/events support the identified competency areas.
- IRMs must report their CPE hours and completion of mandatory topics to DIR.

IRMs should enter all CPE records via the online system by 8/31 of each year. Login to the system.

Designating a New IRM
The organization's CEO must notify DIR in writing of the new IRM appointment. Address the letter to:

In accordance with Texas Administrative Code, Title 1, Part 10, Rule Section 211 B & C, the designation letter must contain "the name, title, authority, responsibilities, organizational resources, education and experience of the proposed information resources manager in the format prescribed by the department [DIR]".
