- Interim Army Guidance for Conducting Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) Five-Year Reviews
Five-year reviews are required at Army active and BRAC facilities, where remedial actions specified in a Record of Decision (ROD) or Decision Document (DD) under CERCLA Section 121, allow hazardous substances, pollutants, or contaminants to remain in place above levels that allow for unlimited use or unrestricted exposure. This guidance is written for the person that manages the environmental restoration program at an installation. It provides information on how to plan, execute and staff for Army approval of five-year review reports. The guidance promotes consistent and cost-effective reviews and emphasizes the importance of using five-year reviews to evaluate ongoing remedial actions and long-term monitoring programs to ensure that opportunities for reducing costs are being aggressively pursued. The guidance, based on existing U.S. Environmental Protection Agency (EPA) five-year review guidance, was issued as interim due to the fact that the EPA is in the process of revising their five-year review guidance. Once available, the EPA's new guidance will be evaluated and the Army will issue final guidance, as necessary, to incorporate any changes it feels is appropriate.
