U. S. Army Civilian Personnel Management
Business Process Maps (BPMs)
The Army objective is to improve the delivery of civilian personnel services and products through
standardization. To achieve this objective, BPMs have been developed to track the flow of civilian
personnel actions and diagram common processes for standardization Army-wide. The Army has also
developed Standing Operating Procedures (SOPs) for the BPMs that provide more detailed descriptions
of the common civilian personnel processes applied in the Civilian Personnel Operation Centers
(CPOCs) and Civilian Personnel Advisory Centers (CPACs). When completed, the SOPs will be available.
Each of the BPMs includes an estimate of the average processing times for the civilian personnel activities as well as some proposed processing goals for other personnel or organizations outside of the civilian personnel community. These suggested goals for managers and other personnel or organizations are general timelines included in the BPMs to more clearly depict the total life cycle of personnel processes.
The processes and timelines included in the BPMs are subject to change based on provisions of locally negotiated labor agreements or local laws.
The proponent for the BPMs and SOPs is the Office of the Secretary of the Army (Manpower and Reserve Affairs), Civilian Personnel Policy.
