IMPORTANT NOTICE

The deadline for submitting the 2008 Annual Emission Report (AER) is extended for 30 days.

The new deadline is April 2, 2009

If your completed 2008 annual emission report and fees (if any) are not postmarked or are not received at the AQMD by 5:00 p.m. on April 2, 2009, you may be subject to late payment surcharges, per Rule 301(e)(10)(B).

AQMD encourages facilities to submit their 2008 reports as early as possible.

The South Coast Air Quality Management District's (AQMD’s) Annual Emission Reporting (AER) program was developed to track emissions of air contaminants from permitted facilities.  Fees for emissions of air contaminants are assessed based on the reported data. These fees help to cover the costs of evaluating, planning, inspecting, and monitoring air quality efforts.  Under this program, those who emit more, pay more toward air pollution control efforts – and at the same time are given an incentive to reduce emissions. 
 

On January 1, 2008, AQMD moved AER from a fiscal year basis (July 1 through June 30 of the following year) to a calendar year basis (January 1 through December 31 of each year). AQMD developed a new web-based emission reporting tool for criteria and toxic emissions, as well. This on-line tool also provides an option to calculate and report greenhouse gas (GHG) emissions to both AQMD and the California Air Resources Board (CARB). Reporting of GHG emissions using this new tool is voluntary and will apply only to facilities that are subject to CARB’s mandatory GHG reporting requirements.

Beginning January 1, 2009, all facilities will report emissions on a calendar year basis. The official due date for the 2008 annual emission report is January 1, 2009.

  • All facilities are required to report their emissions (both criteria and toxics) for calendar year 2008 and pay their emission fees using the current fee rate specified in Tables III and IV of Rule 301(e).
  • All facilities, except for those subject to CARB's mandatory reporting of GHG emissions who choose to report GHG emissions through the AQMD, have 60 days from the official due date to submit both the emissions report and fee payment to avoid being subject to late filing surcharges. The official due date for submission of the calendar year 2008 emission report is January 1, 2009. The deadline to submit the emission report and fee payment for calendar year 2008 is March 3, 2009.
  • Facilities that are subject to CARB’s mandatory GHG reporting requirements and that choose to report GHG emissions using AQMD’s tool will be subject to the deadlines specified in CARB’s regulations.

2008 Emission Reporting Program

  • The 2008 Annual Emissions Report (AER) applies to the Calendar Year 2008 reporting period (January 1, 2008 - December 31, 2008).
  • AB2588 Quadrennial Report: For 2008 AER, facilities in Phase 1B are required to file their Quadrennial Report.
  • Electronic Reporting: Starting with 2008 AER, the AQMD provides a web-based tool for facilities to use for preparing the annual emission reports.  The new web-based reporting system consolidates criteria, toxics and optional greenhouse gases (GHG) reporting.
  • Reports are due March 3, 2009.

Emission Reporting Tool

All facilities must submit their emission report using a web-based emission reporting tool designed to enable permitted facilities to enter operational data, automatically calculate emissions and fees, and submit the emission data report.
