The planning and implementation of IEMP has triggered a significant change for NASA. NASA continues to adapt IEMP to our changing internal and external stakeholder needs while continuing to chart the path forward for implementing the remaining IEMP components and eGov initiatives.

NASA is currently implementing the Integrated Asset Management (IAM), Human Capital Information Environment (HCIE), the Aircraft Management Module (AMM) and the eTravel module, an eGov initiative.

 
 


IEMP:

+ Aircraft Management Module: The Aircraft Management Module (AMM) project will provide an integrated toolset that will enhance management and oversight of NASA’s mission management aircraft, mission support aircraft, and research aircraft. The solution will be based on an existing proven implementation that has been in operation at Johnson Space Center since March 2001. The JSC system will be upgraded and modified to accommodate the full Agency requirements and will use common tools and web-based components. AMM will be implemented at all of the NASA aircraft Centers in two phases with the first phase beginning in October 2006. Phase two deployments will be start with a pilot center and continue with three waves beginning in June 2008.

Key benefits of AMM include:

  • Eliminates the risk of flying aircraft with overdue inspections, grounding discrepancies, with unqualified or non-current aircrew, or in aircraft not properly configured for the mission.
  • Provides positive control and reporting of all aircraft-related assets and reduce the cost of operations.
  • Provides timely and user-friendly access to aircraft data and information.

+ Human Capital Information Environment: The Human Capital Information Environment (HCIE) will contain the authoritative data source (ADS) for Human Capital information, applications used to manage Human Capital resources, and reporting tools integrated with other applications within NASA’s information technology (IT) infrastructure. HCIE will provide all NASA employees online access to near real-time Human Capital information through web-based portal technology. HCIE will consolidate current Human Capital applications, eliminate redundant systems, and integrate the remaining Human Capital processes and systems.

Key benefits of HCIE include:

  • Increased data reliability
  • Elimination of repetitive data entry
  • Increased automation and employee self service
  • Ability to analyze human capital trends and perform ad hoc queries

+ Internal Controls Tools Implementation: IEMP is working with the Office of the Chief Financial Officer (OCFO) to implement automated tools that will cost effectively manage segregation of duties violations. Improved internal controls will result in better security and reduce audit preparation time.

+ Information Delivery: IEMP is working with the OCFO to develop standardized financial reports that are available to all levels of NASA management. These reports will be delivered through i-View, the IEM portal, that provides easy access to data and IEM applications and tools. The information delivery architecture also includes a robust Program/project portfolio reporting capability that expands upon Erasmus, the Agency’s current reporting tool. Future work in this area includes combining financial and schedule data to enable effective Earned Value Management (EVM).

+ Business Systems Management: IEMP continues to work with the Office of the Chief Information Officer (OCIO) to ensure that the business architecture supports the Agency’s mission and that all IT investments can be traced to a realistic business case.

+ NSSC Support: NASA is creating a Shared Services Center (NSSC) that will perform a variety of transactional and administrative activities currently being done at each NASA Center in the functional areas of:

  • Human Resources
  • Information Technology
  • Procurement
  • Financial Management.
The NSSC became operational in March 2006, at the Stennis Space Center. The NSSC will consolidate many transactional and administrative functions in order to achieve:
  • Efficient and effective service
  • Improved data quality
  • Standardized processes across the Agency
  • Leveraged skills and investments in human capital
  • Economies of scale
The NSSC will use many of the IEMP systems to help improve Agency efficiency. As IEM Program and eGov systems are implemented and their operations stabilized they will then be candidates for transition to the NSSC. In the meantime, staff in the IEM Program are working with NSSC staff to stand up this new organization and to enable operations when its doors are open for business. + Integrated Asset Management - Property, Plant and Equipment Module Project:The Integrated Asset Management - Property, Plant and Equipment (PP&E) Module Project will implement an automated asset management system that provides Agency wide accountability and visibility of PP&E assets utilized by NASA installations, programs and projects. The project will also provide additional functionality that enables the financial management of capitalized personal property, which will enhance the Agency's ability to meet its financial reporting requirements. The scope for IAM/PPE includes logistics and financial management of NASA-owned accountable personal property including equipment, software, theme assets, leased personal property, and work in progress assets.

NASA will use SAP to manage all capital assets and controlled assets that qualify for management currently under the NASA Equipment Management System (NEMS), the NASA Property Disposal Management System (NPDMS), and the Contractor Held Asset Tracking System (CHATS). A web-based interface will be provided for the general user community who do not need direct access to the SAP system.

Formulation began in early October 2006, with implementation scheduled for May 2008.


IEMP Support to eGov Initiatives:

+ eTravel: eTravel is part of the President's eGov initiatives and will provide the next generation of travel systems. eTravel will replace NASA's Travel Manager system, which is currently operational. The goal is to develop a government-wide, web-based, world-class travel management service by offering a one-stop, self-service site for all travel needs. eTravel consists of an integrated application including online booking, travel authorization and travel vouchering capability.

NASA was required to select one of three vendors to provide travel services to all NASA employees. NASA awarded a contract to Electronic Data Systems (EDS) and has initiated planning to implement the system.
