EPA Region 10 is soliciting proposals that will use EPA's national watershed contract or an Interagency Agreement that could include a wide range of activities such as developing total maximum daily loads (TMDLs or surface water quality improvement plans), affecting tribal interests, on federal lands and/or on multi-jurisdictional waters or that help states meet their legal obligations and/or TMDL schedule; measuring the effectiveness of the TMDLs that will lead to improved future TMDLs; preparing restoration plans to meet the requirements for Category 4b of the Integrated Report on waters affecting tribal interests, federal lands, or multi-jurisdictional waters. EPA especially encourages proposals that apply biological monitoring protocols and biocriteria (including narrative biocriteria) in listing, TMDL development and implementation that would lead to improved TMDLs. Proposals are due November 17, 2008. For additional details, e-mail Jayne Carlin at carlin.jayne@epa.gov.

EPA Region 10 is soliciting proposals to support research, studies, experiments, training, investigations and demonstration projects that will improve the capacity of Alaska, Idaho, Oregon and Washington States and Tribes to effectively and efficiently develop total maximum daily loads (surface water quality improvement plans) for impaired waters located in these States. Proposals are due December 8, 2008. For additional details, e-mail Jayne Carlin at carlin.jayne@epa.gov.

Web Site for Tribes in Search of Clean Water Act Training
EPA has launched a new web site that contains all of the EPA-sponsored Clean Water Act (CWA) training courses available to Indian tribes (http://www.epa.gov/water/tribaltraining/). The new web site is the culmination of a larger EPA effort to provide more structured, consolidated training to assist Tribes in implementing programs under the CWA. The web site contains listings of face-to-face training courses offered by EPA's Office of Water, links to self-paced training for CWA programs, links to relevant training courses offered by other EPA program offices (both face-to-face and self-paced), as well as links to other important resources and tools. EPA is working with Indian tribes to identify future training needs for CWA programs. Contact Frances A. Desselle at 202-566-0375 for more information.

Tribal environmental professionals and facility operators can access comprehensive material on environmental stewardship and regulations that may apply to tribal government operations on EPA's new website National Tribal Compliance Assistance Center

EPA Launches New Tribal Portal Web site
EPA launched the first-of-its-kind tribal portal website to help the tribal community and the public find tribal environmental information and data through a single web-based access point. Various EPA programs, such as enforcement, waste, underground storage tanks and water, are also consolidating their tribal information through this website.

Tribal Access to Water Infrastructure
The Environmental Protection Agency and four other federal agencies signed
two important tribal infrastructure agreements to improve water infrastructure on tribal lands and focus efforts to increase access to safe drinking water and basic wastewater facilities to tribes. The first agreement promotes coordination between federal tribal infrastructure programs and financial services. The second agreement was created to improve access to safe drinking water and wastewater facilities on tribal lands.

New Wastewater Funding for Tribes
A new program brochure will help tribal officials and tribal assistance providers gain a better understanding of the Clean Water Indian Set-Aside Grant Program. The
Clean Water Indian Set-Aside Grant Program: Answers to Frequently Asked Questions provides easy to find information about project eligibility, program administration and regional program contacts. The brochure is available for download from the Clean Water Indian Set-Aside home page: http://www.epa.gov/owm/mab/indian/cwisa.htm.
