Grants and Strategic Planning Unit
The Grants and Strategic Planning Unit is responsible for grants management in the Office of Water and Watersheds (OWW), large financial water quality infrastructure (the Clean Water State Revolving Fund), tribal water and wastewater infrastructure financial assistance, Congressional special appropriation projects, and central coordination for policy and grants management for the National Estuary Program. Additionally, this unit is responsible for streamlining and tracking grants processing, providing policy guidance on financial issues to grants project officers who manage OWW's grant funds regardless of their organizational location.
The unit also has been assigned the lead role in OWW's strategic planning work. As a part of that role it assists the effort to develop Performance Partnership Agreements (and the associated grants) with each of the states in the region. It also is charged with ensuring that the water quality program uses its grant resources in a smart, focused way that contributes directly to attaining EPA's and the region's environmental goals.
