Indian Set Aside Construction Grant Programs
Safe Drinking Water Act (SDWA) State Revolving Loan Fund (SRF) Tribal Set Aside (TSA)
The 1996 SDWA amendments authorized the Drinking Water Infrastructure Tribal Set Aside Program (TSA) which provides grants to Indian Tribes , Alaska Native Villages, and to the State of Alaska for the benefit of the native villages. The grant funds are used to address the most significant threats to public health associated with PWSs that serve Indian Tribes. National funding for this program is 1.5% of the annual SRF appropriation. In October 1998, the national TSA guidelines were made final, followed by Region 10 guidelines in August, 1999. Fundable projects are selected using the Indian Health Service's (IHS) annual Sanitation Deficiency System results. Region 10 has received an average of about $5 million per year in TSA funding.

Clean Water Act (CWA) SRF Indian Set Aside (ISA)
The CWA ISA Grant Program provides grant money for planning, design and construction of wastewater treatment facilities for Indian Tribes and Alaska Native Villages. This program was established with the 1987 amendments to the Clean Water Act, and was funded by a .5% set-aside from the annual appropriations for the CWA State Revolving Loan Fund through FY2000. For FY 2001 the set aside percentage was raised to 1.5%. Fundable projects are identified from the IHS's annual Sanitation Deficiency System results. Region 10 funding has averaged about $2 million per year in ISA funding through FY2000.
