Career Transition Assistance for Surplus and Displaced
Federal Employees
- The Office of Personnel Management is issuing interim
regulations to implement the President's
memorandum of September 12, 1995, that requires
Federal agencies to develop career transition assistance
programs to help their employees affected by downsizing
obtain other employment. The regulations require agencies
to provide transition assistance services and give hiring
priority to surplus and displaced employees.

Format Changes in Compensation Regulations
- The Office of Personnel Management (OPM) is issuing final
regulations to revise the format of certain regulatory
provisions in title 5, Code of Federal Regulations,
relating to Federal employees' compensation so that all
definitions of terms are listed in alphabetical order,
consistent with the format preferred by the Office of the
Federal Register.

- December 19, 1995:
Prevailing Rate Systems; Redefinition of Certain Federal
Wage System Wage Areas
- The Office of Personnel Management (OPM) is issuing a
proposed rule that would redefine several Federal Wage
System (FWS) wage areas for pay-setting purposes. OPM is
engaged in an ongoing project to review the geographic
definitions of selected FWS wage areas. Based on recent
reviews of wage and survey area boundaries in a number of
wage areas, OPM proposes redefinitions and/or renamings
affecting the following FWS wage areas:
Hagerstown-Martinsburg-Chambersburg, MD; Biloxi, MS;
Columbus-Aberdeen, MS; Jackson, MS; Meridian, MS; Great
Falls, MT; Pittsburgh, PA; Eastern Tennessee; Corpus
Christi, TX; San Antonio, TX; and West Virginia.

Executive and Management Development
- The Office of Personnel Management (OPM) is proposing to amend part 317
of its regulations governing initial career appointment to the Senior Executive Service (SES) and Qualifications
Review Board certification. The proposed changes to part 317 would
eliminate the 3-year limitation on the validity of Qualifications Review
Board (QRB) certification for appointment to the Senior Executive Service
and simplify the Executive Resources Board (ERB) certification of candidates.
The Office is also proposing to amend part 412 of its regulations governing
executive and management development.

Public Information Collection Requirements, Request for
Public Input; Personal Reference Inquiry for
Administrative Law Judge Positions; Notice of Intent To
Request OMB Approval for Continuation of Form OPM-192
- As part of its continuing effort to reduce paperwork and
respondent burden, the U.S. Office of Personnel
Management (Office) invites the general public and other
Federal agencies to comment on an information collection
requirement concerning the Personal Reference Inquiry for
Administrative Law Judge positions. This request for
comment is being made pursuant to the Paperwork Reduction
Act of 1995 (Pub. L. 104-13; 44 U.S.C. 3506(c)(2)(A)).

- December 8, 1995:
Privacy Act of 1974; Update of Existing Notices of
Systems of Records
- The Office of Personnel Management (OPM) has conducted a
comprehensive review of all Internal and Central Privacy
Act systems of records. This notice publishes updates to
the Internal and Central systems of records, last
published in complete form in April 1993. This notice
proposes the adoption of a "Prefatory Statement of
Routine Uses for OPM's Internal and Central Systems of
Records.''

Federal Employees Health Benefits Program; HMO Plan
Applications
- The Office of Personnel Management (OPM) is issuing final
regulations to clarify the policy under which it invites
applications from comprehensive medical plans (CMP's),
commonly referred to as Health Maintenance Organizations
(HMO's), to participate in the Federal Employees Health
Benefits (FEHB) Program. This clarification is necessary
in order to ensure that OPM and the CMP's (HMO's) are
providing the best possible service to FEHB enrollees.

Notice of Intention to Request Review of a Revised
Information Collection
- In accordance with the Paperwork Reduction Act of 1995
(Public Law 104-13, May 22, 1995), this notice announces
that the Office of Personnel Management intends to submit
to the Office of Management and Budget a request for
clearance of a revised information collection, RI 25-49,
Verification of Adult Student Enrollment Status, is used
to verify that adult students are entitled to payments,
OPM needs to know that a full-time enrollment has been
maintained.

- December 7, 1995:
Prevailing Rate Systems; Technical Corrections and
Clarifications
- The Office of Personnel Management is issuing a final
rule to correct and clarify certain matters relating
primarily to pay administration under the Federal Wage
System. This rule corrects errors and eliminates
ambiguities in the administration of the system.
