Technical Documents Used in Dose Reconstruction

If the energy employee's personal radiation information is incomplete, NIOSH will use other sources to estimate the radiation dose. This may involve using technical documents called Site Profiles, Technical Basis Documents, and Technical Information Bulletins.

• Site Profiles are documents that describe a specific work site. A Site Profile includes the physical appearance and layout of the work site, the work processes used there, the types of materials used, potential sources of radiation, and other details important at that work site. Site Profiles may be used to assist NIOSH in the completion of the individual work required for each dose reconstruction.

• Technical Basis Documents (also called TBDs) are the individual documents that form a Site Profile. An individual TBD contains information on a specific aspect of the work site. This aspect may be the physical layout of the work site, the work processes used, or other particular features of the work site and the work performed there.
  
  TBDs that are specific to a particular work site can be found on the appropriate individual site pages. • Technical Information Bulletins (also called TIBs) contain information on specific technical issues or procedures for estimating radiation exposure. They are used to add to or supplement TBDs and Site Profiles. TIBs may be used for a specific work site or multiple work sites.

Note: In these documents, the word "facility" is used as a general term for an area, building, or group of buildings that served a specific purpose at a work site. It does not necessarily indicate an "atomic weapons employer facility" or a "Department of Energy facility" as defined in the Energy Employee Occupational Illness Compensation Program Act of 2000 (42 U.S.C. § 7384l (5) and (12)).

Submitting Comments on Technical Documents Used in Dose Reconstruction

The technical documents used in dose reconstruction are considered "living" documents. They are working documents that provide guidance concerning the preparation of dose reconstructions at particular work sites or categories of work sites. They will be revised and updated if additional relevant information is obtained about the affected work site(s).

NIOSH welcomes comments from interested stakeholders (organized labor groups, worker advocacy groups, claimants, etc.) on the technical documents used in dose reconstruction. Please include the name of the work site, the title of the document, or the Site Profile Number when submitting comments. All comments should be sent to NIOSH at:

Worker Outreach Activities for the Development of Technical Documents

Based on a recommendation from the Advisory Board to provide workers and site experts with opportunities to participate in developing the technical documents used in dose reconstruction, NIOSH established a Worker Outreach Program.

At Worker Outreach Meetings, current and former DOE and AWE employees have opportunities to obtain information about Site Profiles, Technical Basis Documents, and Technical Information Bulletins, and to provide information for consideration and possible use in dose reconstruction. This process is valuable to ensure that the technical documents used in dose reconstruction contain correct and useful information.
