Personnel and Payroll

The National Business Center (NBC) provides automated personnel and payroll cross-servicing to all Department of the Interior organizations (15 in number), as well as 40 non-Interior Federal agencies. The newest members of the NBC's payroll family have come to us as a part of the e-Payroll Initiative. E-Payroll is one part of the e-Government Initiatives of the President's Management Agenda. Coordinated by the Office of Management and Budget and managed by the Office of Personnel Management, it is designed to save taxpayer dollars and to streamline government payroll operations by reducing the number of Federal civilian payroll providers from the original number of 26 down to only 4 providers. In January 2003, the NBC competed for and was selected as one of the four final e-Payroll providers. The NBC completed its e-Payroll client implementations at the end of FY 2005, resulting in increased cost savings for customers. On August 23, 2005, the Office of Personnel Management (OPM) issued a press release announcing the NBC as one of five agencies to successfully compete as a Federal Human Resources (HR) Shared Service Center (SSC) under the President's HR Line of Business (HR LoB) initiative. The NBC has been delivering "core" HR systems and services to the Federal HR community for over 25 years. The purpose of the HR LoB is to create government-wide, modern, cost-effective, standardized and interoperable HR solutions to support the strategic management of human capital. Now that the NBC has been chosen by the OPM to be an HR SSC, the NBC's vision is to ultimately offer not only its world-class payroll solution, but the full range of HR IT and HR services solutions envisioned by the OPM. The realization of this vision will free the NBC clients to concentrate on their core mission, thus providing significant cost savings to them and to the Federal government overall.

The Federal Personnel/Payroll System (FPPS) is hosted on the NBC's mainframe computer in its Data Center. It was developed using modern database technology and a fourth generation language. The FPPS is a modern, full featured, totally integrated personnel and payroll system that meets or exceeds all mandatory and regulatory requirements established by the President's Council on Management Improvement for Federal Automated Systems, the Paperwork Reduction Act, and the Joint Financial Management Improvement Program. It also satisfies the initiatives of the National Partnership for Reinventing Government. While the FPPS is a mainframe application, a Web-enabled, graphical user interface is used by most clients. A Web-based, employee entry, time and attendance (T&A) system, Quicktime, is also in production at the NBC. The Personnel and Payroll Systems Division provides customer service through its on-line capabilities, help desk, Web site user manuals, and production control support.

The NBC Datamart is a state of the art, Web-based data warehouse environment using modern database and analytical query tools. The Datamart supports data from the FPPS, the Federal Financial System, the Casual Pay System, and the Bank Card Data Warehouses in a single reporting environment. Client specific data can be added and historical data can be converted and stored in the Datamart to provide a single reporting environment. With authorization, clients can logon once and have access to a single integrated list of queries and data resources. The Datamart also supports loose application integration through multiple methods of data exchange.

The Payroll Operations Division (POD) provides a full range of operational payroll services, debt management, benefits administration, payroll accounting and client specific customer service. POD takes a proactive approach to ensuring that employees are paid accurately and on time, initiating problem resolution and interacting with employees, timekeepers, supervisors and personnel offices sometimes even before the affected employee is aware that there is a problem. POD works closely with clients to meet their individual needs, identify areas requiring payroll staff intervention and/or monitoring, and to provide continuous feedback and resolution of payroll and T&A issues. Customer questions and concerns are promptly and accurately addressed through a network of help desks, on-line help capability, training, user manuals and easily accessible POD staff.
