Western Governors adopt policy resolutions in one of two ways. The first and most frequently used process is for a Governor to submit a proposed policy for consideration at either the summer or winter meeting. The second way a proposed resolution can be adopted is through a telephone or mail ballot. Policies are adopted by an affirmative vote of two-thirds of the Governors present at the meeting or, in the case of telephone or mail ballots, two-thirds of all member Governors.  WGA's bylaws set a three-year sunset provision for policy resolutions. Policies over three years old sunset, unless readopted by the Governors.
