1 In FY 2007 and FY 2008, 11 federal agencies participated or are participating in an Office of Management and Budget‘s (OMB) pilot program to develop alternative reporting to the annual “Performance and Accountability Report” (PAR). The PAR is due November 15th.  The pilot calls for two reports: an “Agency Financial Report” (AFR), due November 15th, and an “Annual Performance Report” (APR) containing detailed performance information meeting GPRA requirements and which is due and transmitted with the Congressional Budget Justification (CBJ).  Including the APR along with the annual performance plan in the CBJ allows the agency to discuss more fully future programmatic and/or resources directed at improving performance. [See OMB Circular A-136, pages 12-13.]  In addition to the AFR and APR, the 11 pilot agencies are to develop a new user-friendly “Citizens’ Report” (formerly “Highlights Report”) that must be available to the public no later than the Friday before the release of the President’s budget, e.g., February 1st.  [See OMB Circular A-136, page 146].
