Electronic Document Management Guide
The purpose of this guide is to encourage states to improve case management productivity
and efficiency through the use of Electronic Document Management (EDM) technologies.
It provides states valuable information for analyzing and developing EDM and detailed case studies.
The tool kit has been designed for state CSE technical, policy and program operations personnel
and their contractors, and Federal OCSE technical assistance staff.

this Guide to support your efforts to improve the effectiveness of the review and adjustment
process in your Child Support Enforcement (CSE) system.

The Administration for Children
and Families (ACF), Office of Child Support
Enforcement (OCSE) developed this Guide for
Automating Case Closure to support states in
increasing the efficiency and accuracy of case
closure in their Child Support Enforcement (CSE)
systems.
Cost
Allocation Toolkit
This CAM Toolkit is made
available to Federal, State, and local agencies
through a collaboration between the U.S. Department
of Health and Human Services (DHHS), Administration
for Children and Families (ACF), Office of Child
Support Enforcement (OCSE); the U.S. Department of
Agriculture (USDA), Food and Nutrition Service (FNS);
and representatives from States of Kansas and
Texas.
The CAM Toolkit's purpose is to model a simple,
consistent, and objective cost allocation methodology
to:
(1) Help States determine equitable distributions of
software development costs to Federal and State
benefiting programs over the system development
lifecycle.
(2) Help expedite the Federal approval process for
State Cost Allocation Plans.
