Location/Description
|
This project has two objectives: (1) to evaluate and design additional measures to reduce the risk of flood damage at the city of Devils Lake, located in Ramsey County, North Dakota, and (2) to take a lake-wide approach and provide updated information to the surrounding communities that could be used in developing a plan of action if Devils Lake should continue to rise. In addition to the city of Devils Lake, the flooding has severely impacted the Spirit Lake Nation, Minnewaukan and the Benson and Nelson counties of North Dakota. The current top of embankment protecting the city of Devils Lake is at elevation 1,460. The level of protection this elevation affords is being evaluated. The embankment has been certified to elevation 1,450.

Status
|
The City of Devils Lake requested Corps involvement through a request from the State of North Dakota. Alternatives were developed and evaluated with input from the public. Part of the screening process included public meetings held in April and July 2008. The alternatives to modify Tolna Coulee and rely solely on upper basin storage were eliminated, because they would not ensure that the city embankments would meet dam safety criteria.
The city has certification for Federal Emergency Management Agency, or FEMA, flood insurance purposes and would like to continue with the same level of protection. Additional public meetings are being planned in fall 2008 to present details on the remaining alternatives involving raising and extending the existing embankments. Earlier presentations and newsletters are available on the Corps' website. The design of alternatives and the environmental review process will be continuing through winter 2009.

This study is authorized under Flood Control and Coastal Emergencies, with the most recent funds being provided under Public Law 110-28, Title III, Chapter 2, informally referred to as the "Emergency Supplemental Appropriations Act, 2007" and officially titled "U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act, 2007."

Fiscal
|
This work is currently funded at 100 percent federal expense, but it may be cost shared in the future, depending on the terms of the Project Cooperation Agreement. A total of $5 million is available. Once the alternatives have been identified, the budget and schedule will be further refined.
