Inspection of Completed Works (ICW) Program
Purpose
|
The purpose of the ICW Program is to ensure that the non-Federal project sponsors perform essential maintenance in accordance with the project operation and maintenance manuals. Compliance inspections are performed annually to identify maintenance deficiencies and operational problems and discuss corrective actions. When necessary, the Corps provides technical assistance before, during, and after each flood emergency. Through these compliance inspections, the Corps ensures that the project will operate and function as designed.

Project Location and Description
|
The completed flood risk management projects within the ICW Program are located throughout the St. Paul District (all of Minnesota and portions of North Dakota, Iowa, and Wisconsin).
These projects include channel improvements and complex flood damage reduction projects made up of earthen levees, concrete floodwalls, interior drainage ditches with ponding areas, and pump stations.
These projects protect valuable infrastructure such as roadways and water/wastewater treatment facilities, reduce agricultural flooding through improved river channels, and protect entire communities with the goal of preserving lives and reducing property damage.

The St. Paul District ICW Program consists of 52 completed flood risk management projects that are inspected annually (38 are ground inspections, and 14 are aerial inspections). The list below presents the number of projects inspected by State and some of the project features.

Authority
|
The ICW Program is authorized under Section 221 of the Flood Control Act of 1970 (Public Law 91-611).

Recent Reprioritization
|
Starting in 2007 and extending through fiscal year 2009, the priorities within the ICW Program will shift from project inspections to ensuring that existing flood risk management projects have been designed in accordance with the recommendations of the Hurricane Katrina Interagency Performance Evaluation Task Force (IPET). The priorities include I-wall evaluation, vertical datum assessment of levee projects, levee certification support to FEMA and the non-Federal sponsors, maintenance of the National Levee Database, and implementation of the Levee Safety Program requirements.
