Devils Lake: Minnewaukan Flood Control Project, North Dakota
Location/Description
|
Minnewaukan is located on the western shore of Devils Lake in Benson County, North Dakota, approximately 110 miles west of Grand Forks, N.D. Devils Lake reached a level of 1,448 feet in August 2001 and again in 2004. The majority of Minnewaukan is between elevation 1,450 and 1,460. If Devils Lake continues to rise quickly, advance measures or emergency measures may be pursued under the Corps of Engineers emergency authority (Public Law 84-99).

Status
|
Funds became available in Fiscal Year 1998 to initiate a Federal Interest Report. The preliminary results indicated that a flood control project was not feasible at the then-current lake elevation, and the study was terminated.
The St. Paul District recommended the city of Minnewaukan request reinitiation of the study if Devils Lake reaches a trigger elevation of 1,448. In August 2001, Devils Lake reached an elevation of 1,448 and the city of Minnewaukan, along with the governor of North Dakota, requested that the study be restarted.
Additional cost and benefit data were gathered as part of the Devils Lake Infrastructure Protection Study. In July 2003, the Corps of Engineers' Mississippi Valley Division approved the request to continue with the feasibility study. Currently, the city is unable to meet the cost share requirements to start the feasibility study. The St. Paul District will work with the city to develop a project plan and the Feasibility Cost Sharing Agreement, should city funding and federal funding become available.

Authority
|
The authority for this project is provided by Section 205 of the Flood Control Act of 1948, as amended. The Minnewaukan City Council first requested assistance from the Corps of Engineers by resolution dated Aug. 2, 1994.

Fiscal
|
The Feasibility Study will be cost-shared between the federal government and the local sponsor, the city of Minnewaukan. The federal portion provides for the first $100,000 of study costs; the remaining study costs will be split 50 percent each.
