Minnesota Dams General Investigations - Section 524
Location/Description
|
Section 524 of the Water Resources Development Act of 2000 (WRDA 2000) provided for inventory, inspection, modification and/or rehabilitation of dams originally constructed by the Civilian Conservation Corps, Works Progress Administration, and Works Projects Administration in Minnesota.
These dams, numbering 417, were constructed between 1934 and 1941 and are located throughout the State of Minnesota. Oversight for approximately 361 of them falls on the Minnesota Department of Natural Resources (DNR) through the office of the State Dam Safety Engineer. A few of these dams are owned and operated by individual counties and the National Park Service.

Background
|
In fiscal year 2003, the St. Paul District inventoried these dams and prepared a report for the Secretary of the Army. This report included the dam inventory and an assessment of their condition. It was provided to Congress for further action. The report recommended that the following nine dams, in order of priority, be studied further under this program:

New London dam, Kandiyohi County, MN-7
South Blue Mounds dam, Rock County, MN-1
Clayton Lake dam, Pine County, MN-8
Balsam Lake dam, Itasca County, MN-8
Champlin Mill Pond dam, Hennepin County, MN-3
Warren Lake dam, Cottonwood County, MN-1
Clearwater River dam, Stearns County, MN-6
Breckenridge dam, Wilkin County (most of this dam has been removed and replaced with rock riffles; Sec 524 funds are no longer required), MN-7

Status
|
Lake Bronson: The Minnesota DNR has spent more than $2.5 million in repairs on the Lake Bronson dam since 1980. A dam-break analysis performed by the DNR indicated that 300 buildings, mostly occupied dwellings, would be threatened. The DNR is conducting a feasibility study of various alternatives, which will be completed in fall 2008. The DNR estimates that implementation costs will be $7 to $14 million.
New London: The Minnesota DNR is conducting a feasibility study, which will be completed in fall 2008.
Clayton Lake: Is currently third on the DNR priority list. The DNR is preparing final plans for repair.
Champlin Mill Pond: The DNR is on hold due to lack of State funding and an ongoing city park project.
Balsam Lake: Is currently eighth on the DNR priority list. Plans are on hold due to lack of State funding.

Section 524, WRDA 2000, provided for inventory and inspection and for remedial action if a dam presents an imminent and substantial risk to public safety.

Fiscal
|
The inventory and assessment were federally funded. The implementation phase is cost-shared 65 percent Federal and 35 percent non-Federal. Federal funding for the implementation phase has not been provided.
