Reconnaissance Report: Baraboo/Wisconsin River
Location/Description
|
The study area covers the Wisconsin River basin from Vilas County, Wisconsin, on the border with the Upper Peninsula of Michigan to the confluence of the Wisconsin and Mississippi Rivers near Prairie du Chien, Wisconsin. It includes the Baraboo River, a tributary of the Wisconsin River in Monroe, Vernon, Juneau, Sauk, and Columbia Counties, Wisconsin.

Status
|
The study will explore multiple water resource and environmental objectives including water quality, flood risk management, ecosystem restoration, water supply, and recreation. Coordination has been initiated with interested agencies including the Wisconsin Department of Natural Resources, the Sand County Foundation, the U.S. Fish and Wildlife Service, and other local and regional agencies. The reconnaissance study was initiated in November 2000 and completed in May 2002. The study identified at least five potential feasibility studies: ecosystem restoration at Petenwell Lake, a Wisconsin River basin watershed and water quality management study, aquatic ecosystem restoration at Prairie du Sac, a lower Wisconsin River streambank and aquatic ecosystem habitat restoration study, and ecosystem restoration and flood risk management – Caledonia levee and Blackhawk Park.
On October 31, 2003, Corps of Engineers Headquarters approved the study analysis for proceeding into the feasibility phase of planning.

Approval was received on May 31, 2001, to expand the scope of the study to include the entire Wisconsin River basin. A study plan was prepared for the Caledonia levee feasibility study; initiation of the study is pending a decision by the non-Federal sponsor to sign a cost share agreement. The Wisconsin Department of Natural Resources would be the non-Federal sponsor for the study, with the support of the Sand County Foundation.

Authority

The Corps was authorized by Resolution of the Committee on Public Works of the U.S. House of Representatives, June 14, 1972, to evaluate the problems and opportunities for flood risk management and allied purposes in the Wisconsin River basin, Wisconsin.

Fiscal
|
The following is a summary of the cost for the reconnaissance study and all identified feasibility studies:
Federal cost $5,850,000
Non-federal cost $5,545,000
Total estimated cost $11,395,000
In fiscal year 2006, $60,000 was appropriated to initiate feasibility study efforts on the Caledonia levee. The study is on hold pending the decision of the Wisconsin Department of Natural Resources. The total estimated cost for the Caledonia levee feasibility study is $1,780,000. This amount would be cost shared 50/50 with the non-Federal sponsor.
