Location/Description
|
The city of Garrison and Kathio Township are located on the western shore of Mille Lacs Lake, Crow Wing and Mille Lacs Counties, Minnesota.
|
Background
|
The heavily developed western shoreline of Mille Lacs Lake has been serviced by a patchwork of unreliable septic tanks. A regional wastewater collection and treatment system is critical to the protection of the lake, one of the largest, most popular trophy fishing lakes in Minnesota. In addition, the system will protect area drinking water sources and support sustainable development of the Mille Lacs region of Minnesota. The infrastructure project involves assisting the city of Garrison and Kathio Township in the construction of a portion of the regional wastewater collection system. This collection system is connected to the wastewater treatment plant that the Mille Lacs Band of Ojibwe constructed and has operated since 2004.

Status
|
The project sponsor is the Garrison-Kathio-West Mille Lacs Lake Sanitary District. The Corps awarded a construction contract to Arcon Construction on June 15, 2007. The Linden Street (Holt-Smith Lake Road) area base contract has been completed and the St. Albans Bay option, awarded January 31, 2008, is also substantially complete. Two of the three remaining portions of Phase III were awarded on June 23 and work is underway on these options. The Water Resources Development Act of 2007 amended the authorizing language for this project; authorizing up to $17 million and including the Mille Lacs Band of Ojibwe as a potential sponsor. It also allowed Section 569 cost share authorities to be used for carrying out the project.

Authority
|
Section 219 of the Water Resources Development Act of 1992, as amended, provides the Corps the authority to assist the Garrison-Kathio-West Mille Lacs Lake Sanitary District and the Mille Lacs Band of Ojibwe with the design and construction of a wastewater collection and treatment system project.
