Location/Description
|
The Section 569 program area includes the northeastern Minnesota counties of Aitkin, Beltrami, Carlton, Cass, Chisago, Cook, Crow Wing, Hubbard, Isanti, Itasca, Kanabec, Koochiching, Lake, Mille Lacs, Morrison, Pine, St. Louis, and Wadena. Program responsibilities are shared between the St. Paul and the Detroit Districts.

Purpose
|
The Section 569 program authorizes the Corps to provide public entities in the 18-county northeastern Minnesota area assistance in the “form of design and construction assistance for water-related environmental
infrastructure and resource protection and development projects…, including projects for wastewater treatment and related facilities, water supply and related facilities, environmental restoration, and surface water resource protection and development.”

Background
|
The Section 569 authority is similar to other infrastructure-related authorities provided to the Corps. Eight demonstration projects were selected for implementation in fiscal year 2001. The numbers of project cooperation agreements executed in each fiscal year were 10 in 2002, 11 in 2003, 0 in 2004, 2 in 2005, and 10 in 2006.

Status
|
In fiscal year 2008, the Corps received 51 requests for Section 569 assistance. Six communities were selected to receive funding under the program. The Water Resources Development Act of 2007 amended the original Section 569 authority, most notably by increasing the authorization amount to $54 million and removing the 6-percent limit on preagreement design credit to the sponsor.
