Christine and Hickson Dams
Location/Description
|
The project area includes two dams, the Christine and Hickson Dams, located on the Red River of the North just south of Fargo, North Dakota. The Red River and adjoining valley is a valuable natural resource to eastern North Dakota and northwestern Minnesota. On its meandering northerly path to Lake Winnipeg, it provides the region with fertile agricultural lands, wildlife and fisheries habitat, and a source of potable surface water.
The Red River is widely known for yielding trophy-size channel catfish and other game fish. The many functions of the Red River provide a great benefit to the citizens of the valley. However, these many uses of the river are not always completely compatible. Of note, the river’s water supply and water level control capabilities have been enhanced by eight low-head dams. The Christine and Hickson Dams are two of those dams.

Manmade “improvements” on the Red River have adversely affected fish populations by reducing both habitat and access to habitat. Loss of streambank and in-stream cover, access to spawning and wintering habitat, and alterations to flow regimes have reduced fish numbers and fish species diversity on the river.

Status
|
In fiscal year 2008, $100,000 in Federal funds were received to resume the planning process. St. Paul District is now discussing the project with the city of Fargo, the potential project sponsor, to assess the need for District participation. If continued participation is warranted, a Federal interest determination will be completed and submitted to the Corps of Engineers’ Mississippi Valley Division for review and approval. Once the determination has been confirmed and approved, the District will continue feasibility-level planning with the city of Fargo and key stakeholders.

Fiscal
|
The Federal interest determination is prepared at full Federal expense. All remaining costs for planning, design, and construction are cost shared at 65 percent Federal and 35 percent non-Federal if the project is approved and proceeds to construction.
