Location/Description
|
The project is located on Pigs Eye Lake, a backwater of the Upper Mississippi River Pool 2, in St. Paul, Minn. The Upper Mississippi River system is a valuable natural resource to Minnesota and other States of the region. Pool 2 represents a significant corridor of open space, aquatic areas and floodplain forests that provide important and unique habitats in an urban, suburban and rural setting for both aquatic and terrestrial plants and animals.
Major environmental issues include contaminants associated with the old Pigs Eye landfill adjacent to the project area. This landfill, although closed to dumping for about 30 years, continues to pose a significant threat to human health and to the health of the aquatic ecosystem. Today, it remains one of the largest sources of contaminants in the entire Upper Mississippi River basin.

Ecological problems with the lake include shallow depths and decreased deepwater fisheries habitat, elevated turbidity and reduced submergent and emergent vegetation in the area.
Pigs Eye Lake could be restored to improve backwater aquatic habitat for several species and life stages of fish. Improve aquatic vegetation could also benefit waterfowl and wildlife. Potential improvement measures could include dredging to increase deepwater habitat and island creation to reduce wave action and provide valuable floodplain terrestrial habitat. Project features also must consider methods to reduce risks of contamination to human and ecological health. Contamination associated with Pigs Eye Lake is undoubtedly one of the major issues facing this project.

Status
|
Federal funding is not available at this time to initiate and complete the federal interest determination. The project is on hold until such funds are available.
Potential non-federal sponsors for this project could include the city of St. Paul, as well as other entities. The district will prepare a federal interest determination (replaces the old preliminary restoration plan), which will evaluate the benefits of environmental improvements within the project site, as Section 206 funds become available. The determination will be submitted to the Corps' Mississippi Valley Division for review and approval. Once the determination has been approved, the project delivery team will continue planning with the city of St. Paul and key stakeholders to identify local funding sources and final design features.

Fiscal
|
The federal interest determination is prepared at full federal expense. All remaining costs for planning, design, and construction are cost shared at 65 percent federal and 35 percent non-federal if the project is approved and proceeds to construction.
