East Two Rivers at Tower, Minnesota
Location/Description
|
East Two Rivers is located in St. Louis County in northeastern Minnesota. The city of Tower is located about a mile from Vermilion Lake, the fourth largest lake in Minnesota. The East Two Rivers connects the town to the lake. Historically (1896, 1913 and 1939), the East Two Rivers was straightened, lined with wooden piling and dredged to allow boats to navigate between the lake and the town. The river is now silted in so that only shallow-draft vessels can navigate it. The city wants to restore the river to its historic depths, relocate and modify Highways 169 and 135 and provide a mooring marina for boaters.

Status
|
A feasibility study was initiated to determine the viability of restoring navigation to the East Two Rivers. The plan studied included dredging a 7-foot-deep, 40 foot-wide channel dredged from the mouth of the river to a restored harbor at Tower, constructing a new timber groin for control of sediment, replacing timber bulkheads, replacing the Highway 169/135 bridge and restoring the boat basin. Implementation costs were estimated at $3,527,000, and the benefit-cost ratio was estimated at 1.32.
While the project had a positive benefit-cost ratio, most of the benefits were derived from non-navigation sources. The project is not a good fit for the Section 107 program, which seeks to improve navigation.
A federal interest report was completed in March 2004. The City of Tower was informed of these results in May 2004. The study has been terminated. The county is using information developed for the federal interest report in a comprehensive development plan.

Tower is the only city on Vermilion Lake that has city water and sewer facilities. Many residents live either on isolated stretches of the lakeshore or on islands in the lake that have no ground transportation. They rely on boats in the summer and on snowmobiles in the winter. An existing marina on the East Two Rivers is underutilized because of the lack of deepwater access.

Section 107 of the 1960 Rivers and Harbors Act, as amended. The Corps of Engineers was directed to conduct a study under the Section 107 authority in Section 104(5) of the Water Resources Development Act of 2000.
