NASA Headquarters Management Directive 715
The Equal Employment Opportunity Commission's Management
Directive 715 (MD-715) is a directive that requires Federal
agencies to establish and maintain effective and efficient
programs of equal employment opportunity (EEO). MD-715 requires
agencies to develop and maintain a model EEO program to ensure
that all employment policies and practices are free from discrimination.
The procedures and practices are examined to identify and
remove any concerns or barriers to equal employment opportunity.
Additionally, under MD-715, the NASA Headquarters Equal Opportunity
and Diversity Management Division must conduct an annual self-assessment.
This process requires the Equal Opportunity and Diversity
Management Division to bench mark its progress towards becoming
a model EEO Employer by integrating the six essential elements
of a “Model EEO Program” into NASA Headquarters. These
elements are:
- Demonstrated commitment from agency leadership
- Integration of EEO into the agency's strategic mission
- Management and program accountability
- Proactive prevention of unlawful discrimination
- Efficiency
- Responsiveness and legal compliance
