Rushford Flood Control Project Rehabilitation, Minnesota
Background
|
Torrential rains on Aug. 18 and 19, 2007, resulted in devastating flash flooding on the Rush River in Rushford, Fillmore County, in Minnesota.
Rushford was one of the hardest hit communities in Minnesota. Although it has a federal flood control project, the levees were overtopped in the early morning hours of Aug. 19, 2007, inundating the town and pump stations. Based on available data, Rush Creek exceeded its previous flood of record by well over 200 percent. Initial inspections indicate the project withstood the overtopping with minimal damages. Because it is a federal project, restoration of flood damaged features to preflood conditions under Pubic Law 84-99 is at 100 percent federal cost.

Status

The St. Paul District completed a Problem Information Report, which was signed by the Mississippi Valley Division commander on Dec. 17, 2007. Surveys of the Rush Creek project were completed in December of 2007. A debris removal contract was awarded in January 2008 and has been completed. A contract for the replacement of electrical panels and refurbishments of the pumps in the pump stations was awarded in February and was completed in March 2008. Plans and specifications were developed for levee repairs. A contract was advertised in June and was awarded in August 2008. Work on the rehabilitation of the Rushford levees is scheduled to be completed by November 2008.

Fiscal
|
Funds for emergency operations and levee rehabilitation are provided by the Flood Control and Coastal Emergencies appropriation. The district received $470,000 in initial funds. Additional funds were received in March for riprap and levee repair. Total project cost is estimated to be $1.5 million.
