About the Project

The Dalles, John Day, Willow Creek Project LogoThe Dalles - John Day - Willow Creek Project is comprised of two hydroelectric power producing dams, and one flood damage reduction facility. The Dalles and John Day Dams together produce more power than any other hydroelectric facility in the United States. Willow Creek dam was constructed primarily to protect the community of Heppner, OR from flash floods like the one that devastated the small town in 1903.

Mission

The Dalles - John Day - Willow Creek Project supports the U.S. Army Corps of Engineeer's mission statement in the areas of "...maintaining the nation's water and related environmental resources; constructing and operating projects for navigation, flood damage reduction, major drainage, related hydropower development, water supply, water quality control, fish and wildlife conservation and enhancement, and outdoor recreation; responding to emergency relief activities directed by other federal agencies; and administering laws for the protection and preservation of navigable waters, emergency flood damage reduction..."

In completing this mission the Project has an Environmental Management System (EMS) to help ensure that the activities we do are evaluated in an ongoing process to improve our ability to protect and conserve the environment. This EMS is a system that brings together people, policies, plans, review mechanisms, and procedures used to manage environmental issues at the Project. It is a continual process and is always changing. Our Project’s Environmental Policy Memorandum from our Operations Project Manager gives an overview of this commitment.
