The analysis in this report was undertaken at the request of the Secretary of Energy, Bill Richardson. The principal purpose of this study is to examine the feasibility and impacts of converting factories and other major users of heating oil to different fuels, and to discuss other options that may mitigate future heating oil supply problems in the Northeast. This report was prepared by staff from the Office of Integrated Analysis and Forecasting and the Office of Oil and Gas, in the Energy Information Administration (EIA).
