Prevention and Response Branch - Emergency Readiness Team

This team is responsible for developing and implementing the Regional program for contingency planning for emergencies including the Regional Contingency Plan, U.S. / Mexico Border Contingency Plan, Facility Response Plans, Area Committee Plans and Risk Management Plans. This team is responsible for liason with the Federal Emergency Management Administration (FEMA) under the Federal Response Plan for coordinating response activities to natural disasters.

Coast Guard SupportIn addition, this team is responsible for directing all Community Right to Know (Title III) program activities including training / technical assistance to state emergency response committees (SERCs) and local emergency planning committees (LEPCs). It also maintains the Emergency Response Notification System (ERNS), and provides Computer Aided Management of Emergency Operations (CAMEO) training, Facility Response Plan review and approval, Spill Prevention and Control and Countermeasure (SPCC) inspections. Policy coordination with the U.S. Coast Guard for the Oil Polution Act (OPA) concerns, coordination of the On-scene Coordinators (OSC) conduct of Chemical Safety Audits and simulated response exercises is also managed by this team.
