Prevention and Response Branch - Oil Pollution Act

In 1990, Congress passed the Oil Pollution Act (OPA), expanding the scope of public and private planning and response activities associated with discharges of oil. OPA amended §311 of the Clean Water Act (CWA) which provides authority for the promulgation of the Spill Prevention, Control, and Countermeasures (SPCC) regulations and enforcement of those regulations. Oil refinery The Oil Spill Program handles areas such as SPCC plans, facility response plans, the National Contingency Plan (NCP), notification of oil discharges, and liability and penalty provisions. 

The recent initiation of the SPCC Expedited Enforcement Program in 1998 has proven to be very successful. Using the expedited process, The Region is able to issue administrative penalty actions and resolve associated compliance issues within weeks of SPCC inspections.
