FY 2004 Performance and Accountability Report

USAID's Performance Report Improves

The agency’s latest annual performance and accountability report ranked ninth in the Mercatus Center at George Mason University's evaluation of which federal agency reports best inform the American public and their elected leaders, up from 21st in FY 2003. USAID improved its overall score by 54%, surpassing 12 other federal agencies in one year, and placing the agency in the top ten for the first time since FY 2000. As stated in the President's 2002 National Security Strategy, USAID's work in development joins diplomacy and defense as one of the three key pieces of this nation's foreign policy apparatus. To document our key development results, USAID prepares an annual Performance and Accountability Report.

This report, prepared in accordance with the Reports Consolidation Act of 2000, describes USAID results in economic growth, agricultural development, education, environmental protection, health, population, democracy and governance, and humanitarian assistance. These results are linked to the eight strategic goals laid out in the FY 2004-2009 Joint State/USAID Strategic Plan.

The FY 2004 Performance and Accountability Report (PAR) is divided into four major sections:

  • Management's Discussion and Analysis (MD&A) introduces USAID and highlights FY 2004 as a year in which USAID has been "On the Front Lines." MD&A features (1) USAID's performance in Iraq, Afghanistan, Sudan, and other countries (2) USAID's work against the spread of HIV/AIDS, (3) the Global Development Alliance (GDA), and (4) USAID management of the Online Presidential Initiatives Network (OPIN). It also describes USAID highlights and results toward the Agency's eight strategic goals in FY 2004, as well as a summary of Agency-wide performance in FY 2003. (3.7mb pdf)
  • The Performance section describes results achieved and setbacks encountered in FY 2004 and FY 2003 for the eight USAID program goals and the GDA. This section provides comparative, multiyear data and illustrative examples of FY 2004 performance. (1.4mb pdf)
  • The Financial section covers FY 2004 and includes USAID's financial statements and related auditor's reports, the Inspector General's summary of the Agency's serious management and preformance challenges, and other required financial reports. (7.8mb pdf)
