Look for existing contracts.

FAR Part 10 requires that as part of market research, the Integrated Project Team may go to www.contractdirectory.gov to see if there is an existing contract available to meet agency requirements. You will be redirected to https://www.fpds.gov, but as of September 2006, the listing of government-wide contracts is not available. Several government-wide contracts are listed at http://www.gsa.gov/gwacs.
