Proposed DMV Rules
All agency rulemaking notices are published by the Secretary of State in the Oregon Bulletin. Oregon Department of Transportation (ODOT) rules must be approved by the Oregon Transportation Commission (OTC) before they can be filed with the Secretary of State and become effective. Once the public comment period has closed, the department prepares the final rule text and submits it for OTC consideration. The date of the OTC meeting at which consideration is anticipated is listed below.

This amendment describes the conditions under which DMV will waive a knowlege or drive test for a motorcycle endorsement.

 Suspension or Revocation for Out of State Conviction, Suspension or Revocation
This amendment allows DMV to use a national database check to verify that a suspension or revocation in another jurisdiction has ended.

 Honorary Consular Corps Registration Plates
These amendments deleted reference to the issuance of Honorary Consular Corps vehicle registration plates.

 Reissuance or Replacement of Driver License, Permit or ID Card
These amendments change the conditions under which DMV will replace or reissue an Oregon driver license, permit or ID card. Additionally, the transition from the four-year to eight-year license is nearly complete so DMV is repealing the rule that established the transition.

 Penalty for Violation of Out-of-Service Order
Implements Chapter 122, Oregon Laws 2007 and increases civil penalty from $1000 to $1100 for a first violation and from $2000 to $2750 for second and subsequent violations.

 Identity and Legal Presence Requirements for Driver Licenses, Permits and ID Cards
Chapter 1 of Oregon Laws 2008 requires applicants to provide proof of SSN or ineligibility for a SSN. Beginning July 1, 2008 DMV will also begin using facial recognition software to establish a person's identity.

 Vehicle Dismantlers 
Requires dismantlers to surrender a vehicle’s title or other ownership document to DMV within 30 days of the date the vehicle is acquired for dismantling; imposes sanctions.

 Release of Non-Mandatory Report Submitted to DMV
Clarifies that a report of a driver's physical or mental impairment affecting driving ability or dangerous or unsafe driving behaviors must be submitted in writing. If the report is from police or a judge it is not confidential and a copy may be released to the person reported.

 Early Renewal of Driver Licenses/ID Cards for Deployed Persons
Members of the Oregon National Guard or military reservists may now renew a driver license or ID card up to 14 months prior to its expiration if the person is being deployed in defense of our country.

 CDL Waiver of Physical Disqualification for Intrastate Operations
ODOT's Motor Carrier Division previously issued a waiver to a CDL holder determined to be medically qualified under Oregon criteria. The responsibility for issuing the waivers moved to DMV last year and these amendments follow up on temporary rules reflecting the change.
