Public Participation
Notices of all proposed permanent rulemakings are filed with the Secretary of State and are published in the Secretary of State’s Oregon Bulletin. In addition, Oregon Department of Transportation (ODOT) mails copies of the notices to people who have asked to receive notice and people who are identified as interested parties. The proposed ODOT rules are posted to this website on the Agency Rulemaking Actions page each month and are open for public comment for the period of time specified in the notice.

Submitting Comments
Any person may comment on rules in writing. Comments can be sent to the ODOT Rules Coordinator  by U.S. mail, by fax or in an email. Contact information is provided on the Contact Us page. There is no required format for submitting comments, however, please include the rule number or the rule topic.
 
When ODOT holds a public hearing, oral comments may be presented at the hearing. You may also submit written comments at a hearing. If ODOT schedules a hearing for a proposed rulemaking, the hearing date, time and location are included in the notice on the ODOT Rulemaking Home page.
 
After the close of the public comment period, ODOT sends the proposed rules to the Oregon Transportation Commission (OTC) for approval. During the period of time between the close of the public comment period and approval by the OTC, the rules will be shown on the Agency Rulemaking Actions page under the heading of Recently Closed Rules. Comments received after the comment deadline cannot be considered.
 
Rules submitted for OTC approval will be considered at the meeting held the following month. If the OTC approves the rules, they are then filed with the Secretary of State and can become effective upon filing or on a later specified date.
