This page provides information about pending and recent rulemaking actions by ODOT's Highway Division.

Proposed Highway Division Rules
All agency rulemaking notices are published by the Secretary of State in the Oregon Bulletin. Oregon Department of Transportation (ODOT) rules must be approved by the Oregon Transportation Commission (OTC) before they can be filed with the Secretary of State and become effective. Once the public comment period has closed, the department prepares the final rule text and submits it for OTC consideration. The date of the OTC meeting at which consideration is anticipated is listed below.

 Cultural, Historical and Viticultural Signs
House Bill 2273 added federally recognized viticultural areas as qualifying features. These rule amendments allow ODOT to erect signs identifying such features for the traveling public.
This rulemaking has been withdrawn and the public hearing scheduled for September 22, 2008 is cancelled.
  

Recently Closed Highway Division Rules
These proposals are no longer open for public comment. The Oregon Transportation Commission will consider approval of these proposed rule changes on the date listed below.

Recently Adopted Highway Division Rules
These rules have been adopted approximately within the last six months.
 
 Disabled, Abandoned and Otherwise Unattended Vehicles
Implements 2007 legislation that modifies definitions of terms and describes when an unattended vehicle is considered a hazard.

 Pedestrian Activity Permits
New rules describe how a pedestrian would obtain a permit from ODOT for activities along a state highway; implements 2007 legislation.
