The Office of Emergency Management and Homeland Security (OEMHS) is a small multi-disciplined staff working to bring over-all APHIS coordination to emergency management and homeland security initiatives undertaken by Agency program components, including the Plant Protection and Quarantine Program (PPQ) and the Veterinary Services (VS) program. The OEMHS staff also manages and supports the APHIS Emergency Operations Center (AEOC) to ensure that it is operationally ready to be activated by program emergency management personnel in the event of an animal or plant health or all hazards emergency.

Our staff members have many years of experience serving in other Agency programs, including PPQ, VS, Wildlife Services, Marketing and Regulatory Programs-Business Services (MRPBS), and Legislative and Public Affairs (LPA).
