Draft Planning Guidance and Instructions for the Strategic Five-Year State Plan Now Live
The draft State Planning Guidance provides the framework and instructions for the development of a State`s strategic five-year plan for Title I of the Workforce Investment Act and the Wagner-Peyser Act. In addition to the web (HTML) version, we are making it available in PDF format (Adobe Acrobat reader required).

This draft planning guidance document has not yet been approved by OMB under the Paperwork Reduction Act (PRA). However, the public will be afforded a limited time to comment on it under the emergency clearance provisions of the PRA, and changes may be made in the interim. We are accepting electronic comments at the Workforce Investment Act Implementation Task Force e-mail address wia98tf@doleta.gov

Bramucci Announces WIA Town Hall Meetings for December
As part of the Department of Labor`s ongoing efforts for communication and outreach on the implementation of the Workforce Investment Act, the system is invited to attend one of a series of town hall meetings scheduled during December 1998. In addition to the letter from Assistant Secretary Ray Bramucci, we have posted the list of places and times for each meeting and a printable response form for attendees. An electronic response form will be available on this site Monday, November 30.

    Planning Guidance Discussion Framework Posted
    This Consultation Paper provides a framework for discussion regarding the approach and process that States and localities should use when developing the five-year strategic plan required by the Workforce Investment Act of 1998. The purpose of this paper is to solicit comments for consideration by the Department in the preparation of planning guidance, to be made available in draft by the end of November

    WIA Consultation Topics Paper Now Available for On-line Comment
    November 24, 1998 The Consultation Topics Paper is now available on-line. It includes links to four categories of issues--(1) Cross-Cutting; (2) General Adult and Dislocated Workers; (3) Youth; and (4) Administration and Design, as well as numerous sub-topics. You can read the paper, view comments submitted by others, and provide us with your own comments. We may add more issues to this paper as they are raised.

    NGA to Focus on Workforce Investment Act at Upcoming Policy Forum
    November 6, 1998 The NGA (National Governor`s Association) Center for Best Practices will convene its annual Workforce Development Policy Forum from December 9-11 in Baltimore. The forum, "New Flexibility, New Opportunities: Strengthening State-Local Workforce Systems Using the Workforce Investment Act," will explore opportunities for states to provide employers with a ready supply of skilled workers and to increase access to enhanced employment and skill development services for all workers.
