SBA Seeks Nominations for Tibbetts Award
SBA announced on July 16 that it is seeking nominations for companies, groups and individuals affiliated with or participating in the Small Business Innovation Research (SBIR) program to receive the prestigious Tibbetts award. The award is presented annually by the SBA to small businesses working in research and development to recognize them as "models of excellence" in the area of high technology.

Companies, organizations and individuals participating in the SBIR program are invited to review the nomination requirements on the SBA website. The deadline for submitting a nomination is July 31.

July 12 Youth Resources Connections Released; New Issue Reviews the National Youth Summit and Previews PEPNet Events
The July 12 edition of Youth Resource Connections takes a look back at the June 26 - 28 National Youth Summit, and provides a preview of the Fourth Annual National PEPNet Institute and Seventh Annual PEPNet Awards Ceremony in September 2002. This issue also summmarizes some recent grant awards -- and identifies some private sector initiatives that bear on youth development. The Alpha Awards -- July 24 Event to Honor Individuals Who Help Job Corps Students Shine
The National Job Corps Association (NJCA) will roll out the red carpet at the Seventh Annual Alpha Awards on Wednesday, July 24, 2002 at the Hyatt Regency on Capitol Hill. The Alpha Awards is NJCA`s premier event for students, staff, national and local employers, elected officials and community organizations to gather in Washington, D.C. to honor individuals who help Job Corps students shine. Named for the brightest star in a constellation, the Alpha Awards ceremony brings together nearly 1,000 Job Corps practitioners and supporters, including Members of Congress.

The National Job Corps Association, Inc. (NJCA) is a 501 (c)(6) professional trade association comprised of business, labor, volunteer, advocacy, academic and community organizations. All are united in supporting the Association`s mission "to unite the Job Corps community through activities and services that strengthen the program for the benefit of students, staff and employers."

USDA Seeks Nominations for National Board of Rural America; Members will Help Oversee the Delivery of Grants to Regional Boards
Agriculture Secretary Ann M. Veneman today announced that USDA is accepting applications for the newly created National Board on Rural America. Responsibilities of the board include developing a national strategic investment plan for rural America and overseeing the delivery of planning and innovation grants to regional boards. The National Board -- which consists of 14 members appointed by the Secretary with staggered four-year terms -- was created with the recent passage of the Farm Security and Rural Investment Act of 2002.

Among those considered for Board positions will be representatives of: nationally recognized entrepreneurship organizations, regional planning and development organizations, community-based organizations, elected members of county governments, elected members of State legislatures, the rural philanthropic community, and Indian tribes. Recommendations by elected members of federal, state, or county governments, and nominations from organizations will be accepted. Completed applications are due by July 19, 2002.

During the Spring of 2002, the U.S. Department of Labor, Employment and Training Administration (ETA) held a national series of Public Forums on the reauthorization of the Workforce Investment Act of 1998 (WIA). Congress is scheduled to take up the reauthorization of WIA in 2003. This report provides an overview of ETA`s WIA Reauthorization Forums and a summary of speakers` comments.

ODEP Announces Grant Competition to Fund Model Demonstration Programs to Assist Youth with Disabilities
The Department of Labor`s Office of Disability Employment Policy has announced the availability of $2.5 million to award competitive grants to fund model demonstration programs designed to enhance the capacity of youth programs working in coordination with the Workforce Investment Act WIA to serve youth with disabilities. Up to five competitive grants will be awarded in the range of $350,000 to $500,000. These awards are for a two-year period of performance. Local WIA grant recipients, fiscal agents for such grant recipients, Local Workforce Investment Boards (Local Boards), and/or competitively selected eligible youth service providers with formal agreements with such organizations are eligible to apply. Submission deadline is August 12.

ODEP Announces Competition for Customized Employment Grants; Local Workforce Investment Boards Eligible to Apply
The Department of Labor`s Office of Disability Employment Policy (ODEP) has announced the availability of $3.5 million to award up to seven competitive grants. The grants are designed to support strategic planning and implementation activities designed to improve the employment and career advancement of people with disabilities through enhanced availability and provision of customized employment services through the One-Stop delivery system. The awards (ranging from $400,000 to $700,000) will be for a one-year period and may be renewed annually for up to four additional years for a total of five years depending upon the availability of funds and the efficacy of the grant activities. Submission deadline is August 12.

Department Announces Nomination Process for Inaugural "New Freedom Award"; Opportunity to Recognize Exemplary Efforts to Serve Americans with Disabilities
To encourage the use of public-private partnerships, the Secretary of Labor will present the Inaugural New Freedom Initiative Award(s). This award will be made annually to individual(s), non-profit organization(s), or corporation(s) that have, through programs or activities, demonstrated exemplary and innovative efforts in furthering the employment objectives of President Bush`s New Freedom Initiative.

The nominees must be individuals, corporations, or non-profit organizations whose activities exemplify the goals of the President`s New Freedom Initiative which include the Department of Labor`s Office of Disability Employment Policy`s mission of increasing employment opportunities for youth and adults with disabilities. Nominations may be submitted, however, by other entities with the knowledge and permission of the nominee. Self-nomination is also encouraged. Nomination packages must be submitted to the Office of Disability Employment Policy by July 22, 2002

Section 508 Anniversary Webcast Scheduled for June 24; Governmental and Private Sector Representatives to Discuss Implementation
The Information Technology Technical Assistance & Training Center has announced a "Section 508 Anniversary Webcast" to be held between 1:00 p.m. and 3:00 p.m. on Monday, June 24, 2002.

It`s an excellent opportunity to learn how some agencies have structured their procurement processes to comply with Section 508 of the Rehabilitation Act, and how the private sector is realizing successes (and confronting some challenges) in meeting the requirements of Section 508. The Webcast format will allow for questions in "real-time."

New Accessibility Aids Made Available for One-Stop Services to Persons with Disabilities Forum
The June 21st forum in Washington DC will now have sign language interpretation, communication access real-time transcription (live closed-captioning), large-print handouts, Braille handouts, and diskette versions of handouts

The alternate format handouts will be available upon request from the Registration Table, with priority given to pre-registered attendees who requested them in advance. Pre-registration will close at noon on Thursday, June 20.

ETA Publishes National Farmworker Jobs Program Allocations for PY 2002; Seeks Comments on Phased Implementation of Allocation Formula
ETA has published the PY 2002 allocations for the National Farmworker Jobs Program (NFJP). The allocations are distributed to the States formula that estimates the relative demand for NFJP services by state. These allocations apply to the program year beginning July 1, 2002. ETA invites comments on our decision to continue the phased implementation of this formula in allocating PY 2002 funds for the NFJP. Comments must be submitted on or before June 24, 2002.

Age Discrimination Act of 1975: Department's Notice of Proposed Rulemaking (NPRM) Appears in June 10 Federal Register
The Department of Labor has published a Notice of Proposed Rulemaking (NPRM)in the June 10 Federal Register which sets out the rules for implementing the Age Discrimination Act of 1975, as amended. This Act prohibits discrimination on the basis of age in programs or activities receiving Federal financial assistance. Comments must be received by August 9, 2002.

OCS/ACF/HHS Seeks Competitive Applications to Assist Faith-Based and Community-Based Organizations; State and Local Governments Eligible to Apply
The Office of Community Services (OCS), Administration for Children and Families (ACF), Department of Health and Human Services (HHS) is requesting competitive applications to provide technical assistance to help faith-based and community-based organizations. Nongovernmental organizations, non-profit agencies, including faith-based organizations, public agencies, State and local governments, colleges and universities, and for-profit entities may submit applications under this announcement. ACF expects to award a total of up to $24.5 million with a level of 15-25 intermediary organizations to be supported by this level of funding. The closing date for submission of applications is July 22, 2002.

OSERS Hosting Final Public Meeting to Seek Comments on the Implementation of the Rehabilitation Act
The Office of Special Education and Rehabilitation Services (OSERS) is holding the last of six scheduled public meetings on the implementation of the Rehabilitation Act of 1973, as amended, on Wednesday, June 19, 2002, from 10 a.m. to 4 p.m., at the U.S. Department of Education, Barnard Auditorium, 400 Maryland Ave, SW., Washington, DC. OSERS is also seeking written comments by June 30, 2002, on how well the objectives of the Act are being accomplished and on any barriers to the effective implementation of the Act.

HRSA Extends Submission Date for FY 2002 Cooperative Agreements for Health Workforce Research; States and Local Governments Eligible to Apply
The Health Resources and Services Administration (HRSA) announced on May 23 that applications will be accepted for FY 2002 competitive Cooperative Agreements for health workforce research. Through a June 7 announcement HRSA extends the submission deadline from June 19, 2002 to July 8, 2002. HRSA also corrects the Internet address for accessing the application materials. The correct address is hrsagac@hrsa.gov.

OVAE Announces FY 2002 Grant Funding for Community Technology Centers
The Office of Vocational and Adult Education is inviting applications for new awards for its Community Technology Centers program. The purpose of the Community Technology Centers program is to assist eligible applicants to create or expand community technology centers that will provide disadvantaged residents of economically distressed urban and rural communities with access to information technology and related training. A total of $15,000,000 is available for distribution. OVAE sets the estimated range of awards between $75,000-$300,000, with an average size of $180,000. OVAE estimates that 83 awards will be made. Applications are due July 19, 2002. Potential applicants are encouraged to send a brief notification of intent to submit by June 28, 2002.

HHS/ACF Announces Competition for FY 2002 Grants and Cooperative Agreements under Comunity Economic Development Authority
The Administration for Children and Families (ACF), Office of Community Services (OCS), has announced that competing applications will be accepted for new grants and cooperative agreements pursuant to the Secretary`s Community Economic Development authority. Approximately $25,000,000 is available for FY 2002. The closing date for submission of applications for Fiscal Year 2002 is July 12, 2002. Private, non-profit organizations are eligible to apply. ACF notes that faith-based organizations are eligible to apply for grants under this program if they are private, non-profit organizations that are community development corporations.

HRSA Announces FY 2002 Cooperative Agreements for Health Workforce Research; States and Local Governments Eligible to Apply
The Health Resources and Services Administration (HRSA) has announced that applications will be accepted for FY 2002 competitive Cooperative Agreements for health workforce research. These Cooperative Agreements will support a wide range of projects designed to address health workforce issues at the National, Regional and State levels. Categories -- and their corresponding award projections -- appear in the May 23 Federal Register.

Eligible applicants are State or local governments, health professions schools, schools of nursing, academic health centers, community-based health facilities, and other appropriate public or private non-profit entities, including faith-based organizations. Application deadline: June 19, 2002.

Secretary to Unveil "Youth Rules!" Program During May 22 Press Conference / Satellite Broadcast
U.S. Secretary of Labor Elaine L. Chao will hold a news conference at the Department of Labor with high school students on Wednesday, May 22, to unveil a new teen employment program called "Youth Rules!". Additional student reporters from around the country will join the press conference via conference call.

Secretary Chao will be joined by Tammy McCutchen, Wage and Hour Administrator and representatives from the Occupational Safety and Health Administration (OSHA) and the Employment and Training Administrations (ETA) to discuss the Labor Department`s new Youth Rules! program.

The Youth Rules! program aims to educate young workers, parents and employers about the resources and protections that exist to ensure teens have positive work experiences.

EDA Seeks Grant Proposals on Role of Institutions of Higher Learning and CBOs/FBOs in Economic Development
The Economic Development Administration (EDA) is inviting proposals for National Technical Assistance, Training, Research and Evaluation in two categories: using intellectual and technical resources of institutions of higher education in local and regional economic development and the role of faith-based and community organizations in economic development. States, subdivision of a state, city, or consortium of political subdivisions are eligible to receive an award under this EDA competition. Indian tribes are also eligible. Proposals are due by June 19, 2002.

ETA Clarifies the Application of the Establishment Clause to SGA/DFA 02-108 for Grassroots Organizations
Amendment

In the Federal Register of April 17, 2002, in FR Doc. 02-9259, on page 18931, in the second column, add the following paragraph after the first full paragraph.

"The Establishment Clause of the First Amendment of the United States Constitution prohibits the government from directly funding religious activity. These grants may not be used for instruction in religion or sacred literature, worship, prayer, proselytizing or other inherently religious practices. The services provided under these grants must be secular and non-ideological. Grant or sub-grant recipients, therefore, may not and will not be defined by reference to religion. Neutral, secular criteria that neither favor nor disfavor religion must be employed in their selection. In addition, under the WIA and DOL regulations implementing the Workforce Investment Act, a recipient may not employ or train a participant in sectarian activities, or permit participants to construct, operate, or maintain any part of a facility that is primarily used or devoted to sectarian instruction or worship. Under WIA, no individual shall be excluded from participation in, denied the benefits of, subjected to discrimination under, or denied employment in the administration of or in connection with, any such program or activity because of race, color, religion, sex (except as otherwise permitted under title IX of the Education Amendments of 1972), national origin, age, disability, or political affiliation or belief."

Workforce Innovation 2002 Conference Registration Brochure Now Available
The Employment and Training Administration (ETA) seeks to collect data from local workforce investment areas on the self-services that are made available to customers under the Workforce Investment Act (WIA) and Wagner-Peyser Act (W-P). ETA has initiated two data collection efforts focused on self-services. The first was designed to yield a national estimate of the number of job seekers who use self-services. The second effort entails a questionnaire administered to the largest One-Stop operator in each of the nation`s local workforce areas to determine the self-service tools and resources they have available and identify which of them have mechanisms in place to track customer usage and outcomes. Written comments must be submitted on or before July 8, 2002.

TANF and WIA Integration, Coordination and Collaboration: ETA Regional Office Survey Summaries
In February 2002, the Office of Policy and Research and Office of Field Operations of the Department of Labor`s Employment and Training Administration (ETA) coordinated a survey of ETA`s Regional Offices to assess the level of integration, coordination, and collaboration between the Temporary Assistance to Needy Families (TANF) and Workforce Investment Act (WIA) programs in each State. Brief summaries of each state`s program coordination and a chart answering six basic questions regarding the State WIA-TANF relationships were prepared in April 2002.

ETA Seeks Comments on Proposed Regulation Changes on Filing and Processing of Labor Certification Applications
The Department of Labor is proposing to amend its regulations governing the filing and processing of labor certification applications for the permanent employment of aliens in the United States to implement a new system for filing and processing such applications. The proposed rule would also amend the regulations governing the employer`s wage obligation under the H-1B program. Interested persons are invited to submit written comments on the proposed rule on or before July 5, 2002.

May 2 FEDERAL REGISTER Notice on WIA PY 2000 Incentive Grant Funding Availability; TEGL 20-01 Outlines Application Process
The Employment and Training Administration (ETA) issued Training and Employment Guidance Letter 20-01: Application Process for Workforce Investment Act (WIA) Section 503 Incentive Grants, Program Year 2000 Performance on April 30, 2002. The purpose of this TEGL is to inform the workforce investment system about the procedures states should follow to apply for WIA Section 503 Incentive Grants. States that are eligible for incentive grant awards have 45 days from the May 2, 2002 Federal Register Notice to submit their applications for these awards. (Deadline is June 17, 2002.)

VETS Announces Grant Competition for Veterans' Workforce Investment Program (VWIP)
The U.S. Department of Labor, Veterans` Employment and Training Service (VETS), has announced a grant competition for Veterans` Workforce Investment Program (VWIP), Section 168, Program Year 2002 competitive grants. Under this solicitation VETS anticipates that up to $6,500,000 will be available for grant awards in Program Year 2002 and expects to award up to sixteen grants. Only one application will be accepted from each State`s Governor. The application must be received by May 29, 2002.

ETA Clarifies Criteria Information in April 17 Solicitation Announcement for Grass-Roots Organizations
The Employment and Training Administration (ETA) published a document in the Federal Register on April 17, 2002, concerning the availability of Federal funds to award a grant to "grass-roots" organizations or small faith-based and community-based non-profit organizations with the ability to connect to the nation's workforce development system. The document ([SGA/DFA 02-108]) contained incorrect criteria information. The link to this document was originally provided through a "What`s New" entry on April 17.

The April 24 Federal Register contained the following corrections:

ETA Announces Three System-Building Competitions to Expand Customer Access and Build Capacity of CBOs/FBOs to Participate in the One-Stop Delivery System
Through an announcement in the April 17 Federal Register, the Employment and Training Administration (ETA) announces the availability of funds under three separate competitions to award grants to States, intermediaries, and small private non-profit organizations. These awards have three important objectives: (1) to increase the number of faith-based and community-based organizations serving as committed and active partners in the One-Stop delivery system, (2) expand the access of faith-based and community-based organizations' clients and customers to the services offered by the nation`s One-Stops; and (3) identify, document, showcase and replicate successful instances of faith- and community-based involvement in our system-building.

A total of $9.9 million has been reserved for States; a total of $5.0 million for intermediaries (non-profit, community, and/or faith-based organizations with connections to grassroots faith-based and community organizations with the ability to connect those organizations to the nation`s workforce development system in more than one service area); and, a total of $500,000 has been reserved for small non-profit organizations.

ETA Announces Competitive Grants under Youth Development Practitioner Apprenticeship (YDPA) Initiative
Through the April 15 Federal Register, ETA announces the competitive grants to be awarded under the Youth Development Practitioner Apprenticeship (YDPA) initiative. The YDPA initiative targets incumbent and prospective professional youth workers working directly with young people. The funding available for these grants to register apprenticeship programs and apprentices is $900,000 and includes two categories of national organizations for application and award.The closing date for receipt of applications is May 15, 2002.

National Summit to Focus on Positive Youth Development (June 26 - 28, Washington, D.C.)
The Summit gets underway at 1:00 p.m. on Wednesday, June 26th, and will close at noon on June 28th. The Summit is a "multi-agency event," with the Department of Labor joining in sponsorship with the Departments of Agriculture, Education, Housing and Urban Development, Health and Human Services, Justice and Transportation, along with the Corporation for National and Community Service, and the National Guard.

HHS/ACF Expands Eligible Applicants, Extends Submission Date for
Job Opportunities for Low-Income Individuals (JOLI) Funding

Through a April 9 Federal Register notice, HHS/Administration for Children and Families clarifies and corrects its February 21 Register announcement regarding applications for JOLI funding under the current cyle. HHS/ACF has now added to the JOLI eligible applicant list: "Faith-Based organizations that are exempt from taxation under 501(1) of the Internal Revenue Code of 1986 by reason of paragraph (3) or (4) of section 501(c) of such Code are also eligible to apply for funds under this program announcement." In light of this addition, HHS/ACF has formally extended the submission date for JOLI applications from April 22 to May 22.

Federal Transit Administration Announces Funding Availability under Job Access and Reverse Commute Grant Program
The U.S. Department of Transportation`s (DOT) Federal Transit Administration (FTA) has announced the solicitation of grant proposals for Fiscal Years (FY) 2002 and 2003 funding provided under the Job Access and Reverse Commute (JARC) grant program.

All proposal applications for funding of continuation projects must be submitted to the appropriate FTA regional office and be received no later than June 7, 2002. Proposal applications for new projects must be submitted no later than July 8, 2002, but applicants must notify the appropriate regional office of their intent to apply for funding no later than June 7, 2002.

Department of Education Announces Funding Opportunities under "Projects with Industry" Program
Through an announcement in the March 15 Federal Register, the Department of Education is inviting applications under its "Projects with Industry" program which "creates and expands job and career opportunities for individuals with disabilities in the compettive labor market by engaging the talent and leadership of private industry as partners in the rehabilitation process." Education has set aside $17.5 million with the expectation of awarding up to 79 grants (in the $175,000 to $250,000 range.) Deadline for Transmittal of Applications: May 31, 2002.

Satellite Telecasts on The Ticket to Work and Self-Sufficiency Program
The Social Security Administration is planning two interactive satellite telecasts to provide training on the final regulations implementing The Ticket to Work and Self-Sufficiency Program (Ticket Program). The telecasts will take place on March 11 and 18, 2002, from 2:00 - 3:30 PM, EDT, and will feature panel presentations by staff from the Rehabilitation Services Administration (RSA), SSA, Maximus, Inc., and several State VR agencies. The presentations will discuss the provisions of the final regulations and their impact on the VR program. Viewers will also have the opportunity to call in questions during the broadcasts. There are also plans to tape the training and make it available in a timely manner to those who cannot view the telecasts live.

These telecasts are being coordinated by the George Washington University Regional Rehabilitation Continuing Education Program.

HHS /ACF Announces FY 2002 Fund Availability: Runaway and Homeless Youth Programs
The Department of Health and Human Services/Administration for Children and Families has announced the opening of the application process for Runaway and Homeless Youth Programs. Any State, unit of local government, (and combination of such units) are eligible to apply for funding under the specific Runaway and Homeless Youth Programs. Any private nonprofit agency, organization or institution is also eligible to apply for these funds. Federally recognized Indian Tribes are eligible to apply for the specific Basic Center grants. Indian Tribes that are not federally recognized and urban Indian organizations are also eligible to apply for grants as private, nonprofit agencies. Faith-based organizations and small community-based organizations are eligible to apply for the specific Basic Center grants. Applications deadlines for the different programs are either May 3rd or May 10th.

Department of Education's Draft Strategic Plan Includes Instructional Technologies for One-Stops
The Department of Education has invited comments on the final draft of its new Strategic Plan. Secretary Rod Paige writes: This plan communicates the Presidents and my priorities for education for the next five years. It sets high expectations for the Department, as we provide leadership to the Nations educational system.

Under Strategic Goal 5, the Department states its intention to continue to invest in the development of adult education and instructional technologies that can be used by social services, one-stop career centers, and community-based technology centers.

Funding Availability for Female Veteran Competitive Grants Announced
The U.S. Department of Labor, Veterans Employment and Training Service, (VETS) has announced a grant competition for Veterans Workforce Investment Program (VWIP), Section 168, Program Year 2001-- female veteran competitive grants.

Under this solicitation, VETS anticipates that up to $400,000 will be available for grant awards in Program Year (PY) 2001 and expects to award up to two grants. Closing date for application is March 8. ALMIS Seeks Nationwide Employer Database to Benefit One-Stop Delivery System
The State of Iowa --- on behalf of the Americas Labor Market Information System (ALMIS) Database Maintenance Consortium --- has released a Request for Proposal to select a qualified vendor who will be responsible for providing and updating a non-confidential nationwide database of employers. The database will be made available through standalone, client-server and Internet systems. This contract will replace the expiring contract between Maine and InfoUSA and ensure that non-confidential employer data remains available to the workforce system.

A vendors conference will be held on February 25, 2002 in Chicago, Illinois at the Hilton Chicago OHare Airport Hotel, at 1:30 PM CST. Vendor proposals are due to the Department of General Services Purchasing Division, Level A, Hoover State Office Building, Des Moines, Iowa, no later than 3:00 P.M. CST on March 22.

Funding Availability: Serious, Violent Offender Reentry Program
The January 30 Federal Register contains background, funding availability, and application instructions for the Serious, Violent Offender Reentry Program. To be eligible for funding, the state, local or tribal government applicant must have established and described in its application a partnership that includes all the relevant stakeholders. Applicants are also encouraged to collaborate with non-profit organizations, small, neighborhood-based organizations, and private foundations and faith-based groups. The January 18 FEDERAL REGISTER contains the HHS/Administration for Children and Families announcement of the availability of FY 2002 funds for training, technical assistance and capacity-building during the fall-winter round of competition. Comments Sought on Data Collection of Services Which Do Not Require Registration
Through an announcement in the January 16 FEDERAL REGISTER, ETA is now soliciting comments concerning the proposed new collection of data on the costs and usage of Workforce Investment Act (WIA) and Wagner Peyser services that do not require registration.
ETA has formally announced this preclearance consultation program to provide the general public and Federal agencies with an opportunity to comment on proposed and/or continuing collections of information in accordance with the Paperwork Reduction Act of 1995. Comments are due March 18, 2002. These comments will be summarized and/or included in the request for OMB approval of the information collection request; they will also become a matter of public record.

January 11 Federal Register Notice on WIA Reporting
Through this January 11 Federal Register Notice, ETA seeks comments on the current data collection process of participant data under WIA Title I-B. The approval from OMB to collect participant data under WIA Title I-B expired on October 31, 2001. OMB has granted an extension to allow the Department to continue to collect participant data. The comment period closes March 12, 2002.

The WIA Management Information Reporting System currently being utilized by all States will be submitted to OMB without change for reapproval. The reporting instructions are contained in Change 1 to TEGL 14-00.

Quality Child Care Initiative Proposals Sought
ETA/BAT is inviting proposals for up to ten (10) awards. Proposals are sought for providing a credentialed career path for development of professional child care provider through the utilization of the National Registered Apprenticeship System; which will reduce turnover, increase wages for providers, provide a more stable environment for children and lower the concern of parents. Those States who received Child Care Initiative awards in Round 1 (1999) and Round 2 (2000), are not eligible to compete for this procurement action. Closing date is March 11, 2002.

Solicitation Announced for MSFW Youth Program Funds
ETA announces the availability of funds as authorized in section 127(b)(1)(A)(iii) of the Workforce Investment Act, to provide MSFW youth workforce investment activities. It is anticipated that up to $10,000,000 will be available for the grant year (commencing April 1, 2002) for funding up to 15 projects covered by this Solicitation. It is the Departments intent to fund grants in the 12 agricultural geographic areas of the United States. Grantees will be selected for a two-year designation period. The Department intends to provide non-competitive funding for the succeeding one-year period for grantees that perform satisfactorily during the first year, subject to availability of federal funds.
