Compliance Programs Office

The mission of the Compliance Programs Office (CPO) is to contribute to the overall agency mission by ensuring full compliance with laws, regulations, executive orders, and policies regarding strategic planning, compliance/performance auditing, equal employment opportunity, security & investigation, and occupational safety & health.

The CPO is directly under the United States Commissioner.  The CPO was established to ensure a centralized and coordinated oversight of designated executive-level planning and compliance programs established by law, regulation, or executive order. In turn, the USIBWC’s compliance with such mandates will contribute directly to its mission through effective strategic planning, compliance and performance auditing, establishment of a diverse workforce free from discrimination, and ensuring a work environment that is secure and protected from unsafe conditions to the fullest extent possible.  The CPO is comprised of the following highly diverse programs covering all aspects of USIBWC operations and touching every employee:

Strategic Planning Program   | FY06 Performance and Accountability Report

The Strategic Planning Program has responsibility for coordinating, overseeing, and evaluating long-term strategic goals and short-term objectives established in order to ensure accomplishment of our mission.   Its central focus is planning for the most efficient and effective use of USIBWC human, fiscal, and physical resources while ensuring agency compliance with federal laws, regulations, and the latest public and private sector strategic planning practices. Internal Audit Program

The Internal Audit Program is responsible for critically evaluating USIBWC programs and activities to ensure full compliance with federal laws, regulations, and sound business practices.  This requires planning, executing, analyzing, and reporting on the full scope of compliance and performance audit issues and in accordance with Government Auditing Standards.  Tony Chavez is the USIBWC Auditor and Internal Audit Program Manager; he may be reached at 915.832.4111.

Equal Employment Opportunity Program

The Equal Employment Opportunity (EEO) Program carries out the federal government’s efforts in establishing a bias-free workplace by focusing agency efforts on eradicating discrimination, removing barriers to free and open competition, and promoting diversity throughout the agency workforce.  The Program does so by administering the full scope of laws, regulations, executive orders, and initiatives, including those pertaining directly to EEO, civil rights, diversity, and alternative dispute resolution (ADR).  Cecilia Rubio is the USIBWC EEO Officer and Program Manager; she may be reached at 915.832.4112.   

Security & Investigation Program

The Security & Investigation Program has responsibility for developing, executing, advising on, and assessing physical security policy, practices, and operations throughout the agency.  The Program also carries out administrative investigations involving a wide array of compliance areas.  TJ Smith serves as the agency’s Chief Security Officer and Security & Investigation Program Manager; he may be reached at 915.832.4178.

Occupational Safety & Health Program

The Occupational Safety and Health (OSH) Program is engaged in the identification, study, development, and assessment of occupational safety and health policy and practices throughout the agency with the overall goal of eliminating unsafe working conditions.   This is accomplished by ensuring operations and maintenance procedures and related accident prevention measures and criteria meet or exceed federal safety standards and regulations.   Oversees a comprehensive program of safety education, accident and incident investigations and analysis, and proactive workers compensation management.  Pending the return of Dan Toole from military duty, TJ Smith serves as the Acting Occupational Safety and Health Manager and OSH Program Manager.
